Mr. Glickert noted that all <br />Board or Commission members must be made aware of what was required for <br />an excused absence. <br /> <br />Mr. Kraft said this was a way to start in trying to get residents to understand that <br />if there is not a quorum, the Board or Commission cannot function. It was <br />planned to work as a message of the importance of attendance and see if it <br />would work. <br /> <br />Mr. Sharpe said the application has printed on the bottom, “Three unexcused <br />meetings may be basis for removal.” <br /> <br />Ms. Carr noted that some of the Boards and Commissions are addressing <br />attendance in their by-laws and to make members conscious of calling in when <br />they are unable to attend. <br /> <br />Mayor Welsch stated she had brought up this problem previously and was told <br />it should not be in Council Rules and Regulations. She said there are also <br />some Commissions where a member causes constant disruptions, and <br />commission members need to know if/how to handle. Mayor Welsch said she <br />was glad that Council was looking at this issue since this has been a problem. <br />She thought a bigger issue would be for Council to work on a set of goals or <br />guidelines that could be applied to all of the Boards and Commissions. <br /> <br />Mr. Kraft noted that he was not convinced that any Board had the authority to <br />legally remove a member. <br /> <br />Mr. Crow moved to approve Council Rules and Regulations as amended, was <br />seconded by Ms. Carr and the motion carried unanimously. <br /> <br />Mayor Welsch noted for the record that she opposed the rule that stated before <br />a task force could be named; it would have to be approved by the Council. <br /> <br /> <br /> Mr. Price asked the City Attorney for an analysis of the City’s nuisance <br />ordinance and how it applied to rental property as well as owner occupied <br />property. <br /> <br />M. BILL 9162 <br /> – An ordinance to extend the temporary overlay zoning district titled as <br />Division 34-41 “JDO” Joint Development Zoning Overlay of Chapter 34 of the <br />Municipal Code of the City of University City, relating to zoning, containing a <br />savings clause and providing a penalty. <br /> <br />Bill 9162 was moved for approval by Mr. Glickert and was seconded by Mr. <br />Sharpe. <br /> <br />Mr. Crow asked if Olivette had the same views on eminent domain as did <br />University City.
