P. COUNCIL COMMENTS
Ms. Carr asked for an update on the monies paid to the Park Grant Commission for the
driving range. She noted a Focus Group meeting at Heman Community Center which
provides lots of information and support as in the auto and home break-ins that have been
taking place. Ms. Carr offered her email address noting she routinely sends out a notice of
all the City meetings and their times.

Mr. Glickert moved for Council to direct the City Manager by means of a RFP to hire a
traffic consultant to do a comprehensive study of the Loop and the contingent
neighborhood and was seconded by Mr. Crow.

Mr. Crow asked for the Council to be informed of what this study would cost before
approved and noted that the study would be completed after the grant funding of the Loop
Trolley happened.

City Manager Mr. Walker asked that this study take into account parking as well. Mr.
Glickert said that was included with him stating comprehensive. Mr. Glickert’s motion now
read, “for Council to direct the City Manager by means of a RFP to hire a traffic consultant
to do a comprehensive traffic and parking study of the Loop and the contingent
neighborhood.”

Ms. Carr asked what would Council get out of the study if it was done after the trolley
ground-breaking. She also asked if Council should be looking at not only traffic but what
happens when gates to private subdivisions are opened as opposed to being closed. Ms.
Carr did not understand what Council was going for.

Mr. Kraft said he did not understand where the gates of the private subdivisions came
from. He noted the Parkview Gardens study recommended a traffic and parking study as
a next step. Mr. Kraft stated he saw this as a study for the on-going parking and traffic
issues existing in the Loop.

Ms. Carr clarified what she meant by the gates. She spoke of the traffic flow from
Mehlville and Trinity into Ames Place.

Councilmember Glickert’s motion carried unanimously.

Mr. Kraft asked, “How many police were laid off in the last budget?” to clarify a statement
previously made by a resident; Mr. Walker said none. Mr. Kraft also asked that the
streets in private subdivisions be swept as they pay the same tax rate. He said with the
high daily temperatures, Mr. Kraft thanked the City for keeping the pool open an additional
hour.

Mr. Glickert was also pleased that the pool was staying open an additional hour and noted
the number and diversity of people who use the pool. He asked the City Manager to look
for guards to keep the pool open in the later part of August.

Mr. Crow stated the ribbon cutting for Pershing School would be Thursday morning, at 9 or
10 o’clock. Mayor Pro-Tem Sharpe noted that the school is absolutely beautiful.
5
