<br />Mr. Price said the majority had agreed for one day and he also agreed in having a <br />facilitator, but he would like to work on the nuts and bolts of the main items which <br />he believed could be done in a day. <br /> <br />Mr. Kraft agreed with Mr. Price in having one day and a facilitator. He stated one <br />day was a good start and does not mean the Council could not have another day if <br />needed. <br /> <br />Mayor Welsch noted the Council made it clear they wanted a one day retreat and <br />Mr. Walker would check the calendar for a day. <br /> <br /> <br /> Council Rules and Regulations Requested by Ms. Carr and Mr. Price <br />Ms. Carr stated it should be easy to get through these rules instead of piece-by- <br />piece. She stated initially all the rules were going to be reviewed together, <br />changes made, and then vote on the total package. <br /> <br />Mr. Crow agreed with Ms. Carr. He said the idea of breaking these rules out is just <br />another strategy to lengthen this conversation. He was fine if the Council decided <br />to run through the rules this evening. <br /> <br />Mr. Kraft said the rules Council agreed on could quickly be voted on. The two rules <br />that are controversial should be voted on separately, so people in the audience can <br />give the Council their opinion. <br /> <br />Mr. Price said he would agree with that but was confused. He said all the rules to <br />his knowledge had been in a study session and all of a sudden you want the <br />people to weigh in, but when there were a thousand people here to support him for <br />false censorship, they didn’t get a chance to speak. Mr. Price stated the room was <br />packed beyond capacity at that time. <br /> <br />Mr. Kraft noted for clarification, the last time the City voted on the rules was in a <br />public session on June 2011. Mr. Kraft stated he asked to do it this way was to <br />discuss in a regular Council session and then vote on each of the controversial rule <br />for public record. <br /> <br />Ms. Carr quoted from the minutes that were just passed out from the past Study <br />session. The voice vote to change rule #21 was to read, “All special committees <br />shall be proposed by the Mayor or any two members of Council and approved by <br />the majority of Council.” Mr. Price, Ms. Carr, Mr. Sharpe, and Mr. Crow were in <br />favor of changing the rule. Mr. Kraft, Mr. Glickert and Mayor Welch voted against <br />changing the rule. Ms. Carr said rule #21 was changed by the majority vote. She <br />asked if the plan was to rescind or to amend the motion since Council had <br />previously voted on rule #21. <br /> <br />Mr. Kraft said he just asked Council to discuss those two rules publicly since they <br />were the only two out of 40 that were not unanimous. <br /> <br />Mr. Crow stated there where three rules (#21, #32 and #38). He said Council <br />should take a vote now at the meeting. <br />10 <br /> <br /> <br />
