<br /> <br />Mr. Kraft noted that was what he put on the agenda. <br /> <br />Mr. Crow wanted to discuss all the items, including the other three, reach an <br />agreement, and take a vote on all of the rules together. <br /> <br />Mr. Kraft moved for the Council to approve the rule numbers 1-20, 22-31, 33-37, <br />39, and 40, and was seconded by Mr. Glickert. <br /> <br />Mr. Price said he was going to close off his conversation on this because how can <br />anybody vote the affirmative or something they didn’t’ have a chance to review or <br />discuss. He was not sure if the wording was changed in it or not or if someone <br />directed Joyce to change anything. He “Called for the Question” on that so this <br />could be voted down and common sense could prevail. <br /> <br />Mayor Welsch would like for Ms. Pumm to clarify if the minutes were sent out in the <br />packet including all of the previous changes agreed to at Council’s previous study <br />sessions. <br /> <br />Ms. Pumm said the rules provided were rules as agreed upon at Council Study <br />sessions. She noted that no one had asked her to change any word(s) in the rules. <br />The Rules and Regulations last approved were placed on their desks before the <br />meeting. <br /> <br />Ms. Carr stated she has not had a chance to read them in order to consider a <br />decision. She urged her fellow Councilmembers to vote no on this so they would <br />have time to consider. <br /> <br />Mr. Kraft said he was willing to withdraw the motion if no one wanted to vote on any <br />of the rules tonight. <br /> <br />Mr. Sharpe did not like the idea of hodge-podge voting on the rules and would like <br />to vote on them all together after Council had some time to look all of them over, <br />discuss each one and then vote on them as a package rather than in portions. <br /> <br />Mr. Glickert agreed with Mr. Sharpe. He would like to postpone this conversation <br />until the next meeting when Council had time to digest these rules and regulations. <br /> <br />Mr. Kraft withdrew his motion. <br /> <br />Ms. Carr said she did not mind addressing rule #32. She believed the thoughtful <br />way to approach it was the way Mr. Sharpe proposed; that Council consider it on a <br />case-by-case basis. <br /> <br />Mr. Crow stated that there were two rules that were controversial, rule #32 and <br />#37. <br /> <br />Mr. Glickert felt there may be some confusion on rule #38. Rule #38 was designed <br />for all commissions except for three. The three exceptions were: the Civil Service <br />11 <br /> <br /> <br />
