<br />around $480,000, but landscaping and pervious paver edging was added from <br />Commissions’ recommendations and is before the Economic Development Retail <br />Sales Tax Board for approval. <br /> <br /> Mr. Price asked for clarification from the City Manager to make sure the funding from <br />the Economic Development had nothing to do with the City budget. <br /> <br />Mr. Walker stated it does have to do with the City budget but it has not been approved <br />yet. <br /> <br />Mr. Price asked if they would approve or the Council would approve. <br /> <br />Mr. Walker said ultimately Council would approve. <br /> <br />Mr. Price stated for clarification, “The $600,000 is predicated on some future spending <br />that may or may not occur.” Mr. Walker said that was correct. Mr. Price asked that <br />this conversation be reflected in the record. <br /> <br />The minutes as amended to reflect Mr. Glickert’s updated cost of repaving Parking <br />Lot #4 carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br /> Mayor Welsch nominated Charles Marentette to the Board of Adjustment, seconded <br />by Mr. Crow and the motion carried unanimously. <br /> <br />G. SWEARING IN <br />Mr. Holston Black was sworn in to the Pension Board. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Jan Adams, 7150 Cambridge Avenue <br />Ms. Adams spoke on what may have been a violation of the Sunshine Law by Ms. Carr. <br /> <br />Mr. Kraft called for a “Point of Order” asking that Ms. Adams not to continue, stating it <br />was a personal attack on Ms. Carr. Ms. Adams stated this was a statement of fact. <br />Mayor Welsch reiterated the law in public speaking and reminded Council of citizens’ <br />rights of free speech but she would monitor it. Mayor Welsch also reminded Ms. Adams <br />to address Ms. Carr as Ms. Carr or Councilmember Carr, not by her first name. This <br />practice should be used for all Councilmembers who are being addressed. <br /> <br />Ms. Adams provided examples of alleged Sunshine Law violations by Ms. Carr, which <br />can be found in its entirety at the end of the minutes. <br /> <br />Tom Sullivan, 751 Syracuse Ave. <br />Mr. Sullivan wanted to know why the City was not taking advantage of the housing <br />assistance offered to communities by foundations and government grants. He stated <br />that numerous street lights were out in the area and some for as long as six months. He <br />also wanted to know why citizens received tickets during street sweeping days when <br />they were parked on the other side of the street. <br /> <br />2 <br /> <br /> <br />
