<br /> <br />Mayor Welsch also noted The Joint Redevelopment Implementation Committee <br />had met and the proposed Intergovernmental Agreement would be coming to the <br />Council on September 10, 2012. She said the Loop Trolley Transportation <br />Development District also had their monthly meeting last week. She said the City <br />should know by September whether the Trolley Project will move forward. <br /> <br />2. Council Liaison Reports on Boards and Commissions <br />Based on calls Mayor Welsch received, she reminded Council that Council liaisons <br />are appointed to keep the Council informed of the actions and discussions taken <br />place at the Board or Commission meetings. She said the Boards were composed <br />of citizen volunteers and Council liaisons should in no way try to direct the work of <br />the group. <br /> <br />3. Boards, Commissions and Task Force Minutes <br />Mayor Welsch noted that the Council has received draft and final copies of Boards, <br />Commissions and Task Force minutes. <br /> <br />4. Other Discussions/Business <br />Mr. Glickert mentioned there were some concerns about the motion that he made <br />regarding the traffic and parking study for the Loop in reference to violating the <br />Sunshine Law. He stated that Council received information stating that there was <br />nothing that he did to violate the Sunshine Law, but in spirit of cooperation, he was <br />bringing his motion back. <br /> <br />Mr. Glickert moved for the City Council to direct the City Manager by means of a <br />RFP to hire a traffic consultant to do a comprehensive study of the Loop and the <br />contingent neighborhood. It was seconded by Mr. Sharpe. <br /> <br />Mr. Crow said he would be happy to get the RFPs back, but wanted to know the <br />cost before he voted. <br /> <br />Ms. Carr wanted to make sure all the money was in the budget and not have the <br />City Manager come back and say the Council needed to transfer funds as the State <br />Auditors recommended to not spend money that was not in the budget. Ms. Carr <br />asked Mr. Walker if there was money in the budget to cover this study. <br /> <br />Mr. Walker said it would depend on the cost and scope of the study. <br /> <br />Ms. Carr expressed her concern regarding Ms. Bern’s from the Chamber of <br />Commerce, perception on the parking study rather than the traffic study. Ms. Carr <br />wanted to make sure this wasn’t a way to block Parking Lot #4. <br /> <br />Mr. Kraft said he would vote for this motion again because the City needed a <br />traffic/parking study in the Loop area. The motion only asked the City Manager to <br />send out RFPs for the study. The Council would have to vote before the money <br />was spent if it was over $25,000. He state if the original vote was claimed to be a <br />Sunshine violation then the second vote would not fix it. <br /> <br />7 <br /> <br /> <br />
