<br />Mr. Price “Called for the Question”. <br /> <br />Mayor Welsch noted that when “Call for the Question” was made, any debate <br />stops. <br /> <br />Ms. Carr stated it required a second and a two-third vote for approval. <br /> <br />Mayor Welsch stated the “Question had been Called” and was seconded by Mr. <br />Kraft. <br /> <br />rd <br />Mayor Welsch said she was unable to be at the meeting on the 23 due to travel. <br />She wished she had been there to vote, but appreciated Mr. Glickert’s decision to <br />bring the subject up again. She said based on legal opinion received, there was <br />not a violation of the Sunshine Law or the City Charter and she hoped friends in the <br />press who were present would convey that as prominently as they conveyed the <br />misinformation that was printed last week. <br /> <br />Ms. Carr said she read the same opinion and challenged that opinion. She stated <br />that without giving out privilege attorney client information stating that it was not <br />clear to her that it was or wasn’t. Ms. Carr said she had not pointed a finger at <br />anyone in an attempt to penalize them, but it was an attempt to make sure that the <br />City tries in every instance to conduct itself appropriately. She stated she did not <br />understand Council’s pledge for civility when “you come after people for simply <br />saying I think we did it wrong, let’s fix it”. She stated after reading responses from <br />Mr. Martin, it was not a done deal that it was not a Sunshine violation. Ms. Carr <br />said there were additional considerations especially since the motion said an “RFP <br />to hire”. <br /> <br />Mayor Welch reminded the Council that in all discussions, the City Manager does <br />not have the authority to spend without Council’s authorization for anything more <br />than $25,000. <br /> <br />All were in favor of closing the discussion and the vote was unanimous to authorize <br />the City Manager to put out a RFP for a consultant to study the Loop parking and <br />traffic. <br /> <br />Mayor Welsch noted there was a study session in May concerning how to move <br />forward with long term Strategic Planning for the City. She said decisions were <br />made at that meeting and Mayor Welsch asked for feedback from members of <br />Council on moving forward. She said Mr. Glickert had been the only one who <br />responded and she now was asking feedback at this meeting starting with Mr. <br />Price. <br />Mr. Price suggested in University City for one day. <br />Ms. Carr suggested locally for one day. <br />Mr. Kraft suggested somewhere in University City for one day. <br />Mr. Crow suggested one day. <br />Mr. Glickert suggested the Green Center, but would also suggest a facilitator on <br />this meeting and he would like to expand the meeting to the public as the U City <br />School District did. <br />8 <br /> <br /> <br />
