<br /> <br />UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />August 27, 2012 <br /> <br /> <br />th <br />The City Council Study Session was held in the Council Chamber on the 5 floor of City <br />Hall, on August 27, 2012. Mayor Shelley Welsch called the Study Session to order at 5:33 <br />p.m. In addition to the Mayor Welsch, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br />Mr. Byron Price <br /> <br />Also in attendance were City Manager Lehman Walker, Community Development Director <br />Andrea Riganti, Deputy Director of Economic Development Ray Lai, and Economic <br />Development Manager Laura Zacher. <br /> <br />Mayor Welsch asked if there were any changes to the agenda of the upcoming session. <br /> <br />Ms. Carr stated she was speaking for Mr. Price since he was not yet present. She said Mr. <br />Price would like to add to the agenda under Council Discussion/Business a discussion <br />concerning recent crime in University City. He feels this is an emergency because of the <br />recent shootings. <br /> <br />Mr. Walker stated that the staff prepared a presentation of University City economic <br />development initiatives for this Study Session. <br /> <br />Ms. Riganti, Ray Lai and Laura Zacher were the presenters. <br />The mission of the Department of Community Development related to economic <br />development is “To provide policies and actions to retain, expand or attract businesses and <br />economic activity to guarantee the long-term fiscal stability of the City, provide a variety of <br />employment opportunities and provide a high level of convenience and availability of <br />services to the community”. Of the new businesses in University City, a lot are service <br />businesses or retail type of small businesses. <br /> <br />Mr. Price asked about the sales & use taxes received by the City. <br /> <br />Ms. Riganti noted that the tax revenue fluctuates very little from year to year. <br /> <br />Mayor Welsch asked staff to clarify that the City keeps some of the retail sales tax for <br />economic development and Ms. Riganti agreed. <br /> <br />New construction planned or pending or recently completed was: <br /> <br /> Washington University mixed-use project in the University City Loop <br /> <br /> Washington University major residential renovation <br />1 <br /> <br /> <br />
