The Council can allocate the money but the authority <br />to hire is Mr. Walker’s. <br /> <br />Mr. Price said the motion that he put forward was in order and he did not need a <br />lesson on the City Charter. He said if people attended meetings where crime and <br />activity is taking place, then they would have a different attitude and it was not a <br />rush to judgment. Mr. Price said we have over 30 zones and all policemen do not <br />work at the same time due to vacations, sick days and other reasons. He stated <br />crime will always be present, but you can be proactive about it to reduce the odds. <br />He also stated that it would be pure neglect of duty to wait a year when violent <br />crime is taking place now. <br /> <br />Mr. Price made a motion to allocate funding of $260,000 to the Police Department <br />to increase staff. <br /> <br />Mayor Welsch stated that the emergency personnel, Police and Fire Departments <br />are at the heart of the reason we are here in this Council Chamber. She said the <br />City’s first priority is to protect the residents and believed a decision of this nature <br />should be made with the full input of the City’s professional staff. This does not <br />mean a decision would have to wait until next June but rather until Council would <br />hear from the Police Chief and receive a recommendation from the City Manager. <br /> <br />Mayor Welsch also reiterated that she ruled earlier that the motion was Out of <br />Order and it would be up to the City Council to decide how to proceed. <br /> <br />Mr. Price stated again his motion on the floor was to allocate $260,000 to be <br />funded to the Police Department. <br /> <br />Mr. Kraft stated we should move on to the next item on the agenda because <br />Mayor Welsch ruled it Out of Order. <br /> <br />Mr. Price stated his motion the third time to allocate funds of $260,000 to the <br />Police Department to increase staff and was seconded by Mr. Sharpe but moved <br />to postpone it until the next Council meeting, October 22. Mr. Price seconded Mr. <br />Sharpe’s motion to postpone. <br /> <br />Mr. Kraft asked if any motion was Out of Order. Mayor Welsch stated that she <br />had no problem with the motion to put it on the next City Council meeting’s <br />agenda. Mr. Price asked for a Roll Call vote. Mr. Glickert said there was no call <br />for a vote as Mr. Sharpe and Mr. Price asked to postpone it to the October 22 <br />Council meeting which did not require a vote. Mayor Welsch said that Mr. Sharpe <br />made the motion and in honor of his birthday, they would vote on it. <br /> <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />NAYS: none <br /> <br /> <br />10 <br /> <br /> <br />
