<br /> <br /> U City the Best of St. Louis – requested by Mr. Kraft and Mr. Glickert <br />Mr. Kraft mentioned that the Riverfront Times gave University City a lot of Best of <br />St. Louis Awards such as the best Mayor, Mayor Shelley Welsch; best Indian <br />Restaurant, House of India; Fresh Seafood Counter, Bob’s Seafood; best take out <br />counter, Winslow’s Home; best Greek restaurant, Momos Ouzaria Taverna; best <br />Asian Market, Seafood City Grocery; best comic store, Star Clipper; best tennis <br />courts, Heman Park; best place for first date, Blueberry Hill; best place to watch <br />people, Delmar Loop; best tattoo parlor, Ironage Tattoo; best Mexican Restaurant, <br />Mi Ranchito; best cupcakes, Jilly’s Cupcake Bar and Café; best new restaurant, <br />Nico; best neighborhood bar, Three Kings Pub; best all ages venue, the Pageant; <br />best jazz artist, Peter Martin; and best live sound engineer, Pancho at the Duck <br />Room. <br /> <br />Mayor Welsch requested to let the record show that Vintage Vinyl has been the <br />best record store for 30 years running. <br /> <br />M. UNFINISHED BUISNESS <br /> <br />BILLS <br />1. BILL 9164 – <br />An ordinance amending Sections 2.48.010 and 2.50.010 of the <br />Municipal Code of the City of University City, Missouri to increase the number of <br />citizen members serving on the Boards of Trustees of the non-uniformed <br />employees and police and firemen’s retirement funds and to revise the regulations <br />pertaining to each board and provide for the appointment of two new citizen <br /> <br />members to each board. <br /> <br />Ms. Carr moved for approval and was seconded by Mr. Glickert. <br /> <br />Roll call vote was: <br />Ayes: Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price and Mayor <br />Welsch <br />Nays: none <br /> <br />N NEW BUSINESS <br />None <br /> <br />O. CITIZEN PARTICIPATION <br />Melcine Henderson, 1339 Purdue Avenue <br />Ms. Henderson stated that the Arts and Letters Commission is very active and have <br />been giving up a lot of their time for over six years. She asked City Council for an <br />appreciation reception, if it is feasible in the budget. She also requested the appreciation <br />reception to be held every other year just to give a show of appreciation for Boards and <br />Commissions volunteers’ time. Ms. Henderson also suggested a small increase in the <br />budget for Starlight Concerts due to increasing cost charged by the performers. She <br />also noted that she would be participating in the Marketing and Public <br />Relations/Communication Services and said the purpose of this was to have some <br />citizens on board to make sure that the money was going to be allocated and used <br />properly. She said they can be like a watchdogs and felt that they should have some <br />input on behalf of the City. <br /> <br />11 <br /> <br /> <br />
