Sessic~ 1636, Minutes Page 6 <br />February27, 1995 <br /> <br />Mr. Willie D~niels, 6955 Delmar, owner of the restaurant/bar next to the <br />building the c~/rch wants to use, did not u~derstand why a church would want <br />to be next to his business. He said the law prohibits a bar frc~ locating <br />next to a church, and if he retired or sold his business, the new owner w~uld <br />not be able to get a liquor license. He felt church members wuuld cc~plain <br />about bar activities. <br /> <br />Pastor Domald C. F~L,,er, 1421 Gettysberg Landing, St. Charles, was asked by <br />Mrs. T~ %o explain why the chllrc~ selected this building. He said it <br />w~s centrally located, meets City standards, and has en~ space for current <br />membership. He noted the church does not plan to buy the building or stay <br />there permmne~tly. He said churches sometimes have been allowed to give wai- <br />vers to nearby bars stating they would not try to have the bar closed, and <br />the church would be willing to do that. Mrs. T~ felt church members <br />would eventually start cc~plaining about the bar. Rev. F~tm-er did not think <br />they nd. <br /> <br />Mr. Cott~ said the City's Omp~ive Plan talks about the lon~ devel- <br />oFm~nt of Olive, a mtter about which he has great concern. He noted the ap- <br />plicatic~ states there are no plans to change the structure, parking lot, or <br />driveway; he wished to know why tb~ church was not offering to make any im- <br />provements that would enhance the building and general area. Rev. <br />said the churc~'s long range plans are to help people improve; also, they <br />will not own the building. In response to Mr. Ollendorff, Rev. F~m~r said <br />the church ~ou!d grant a waiver to a ne~ owner of the bar. Mr. Daniels said <br />he w~uld like to have a waiver before the church is in the building. Mayor <br />Majerus said that agreement would be between the two parties. <br /> <br />Mr. Cotto~ did not feel a church and bar should be next to each other; also, <br />this would not benefit Olive's long term development. Mrs. ~nompson agreed. <br /> <br />Mr. David Segall, son of building owner Norman Segall, aske~__ if leasing a <br />property on Olive is restricted unless there are long term improvements. Mr. <br />Cottc~ said his opinion was that this type of develc~nent or small businesses <br />that do not p!an improvements will not serve to upgrade Olive. Mr. Segall <br />said a great deal of rental space was available on Olive, and to hind_er fur- <br />ther leasing based on the fact that there is no long term plan on a leased <br />property would be a severe reduction of that properry's possible uses.
