west side of Jackson to make the crosswalk fully ADA-compliant and provide safe access for residents. <br /> <br />After this new pedestrian crosswalk installation, a request was received to remove the pedestrian crosswalk <br />and the Stop Sign located to the south of the new crosswalk, at the southern leg of Cornell Avenue on Jackson <br />Avenue. This Stop sign was originally intended to stop traffic for the pedestrians to cross Jackson and walk to <br />Mooney Park. The pedestrian crosswalk at the Stop sign location was redundant since there is a new marked <br />pedestrian crosswalk with an ADA-compliant curb ramp at the northern leg of Cornell. Furthermore, <br />installation of Stop signs for traffic control at pedestrian crossings is not warranted under the Manual of <br />Uniform Traffic Control Devices (MUTCD) criteria. The recommended assembly of signage for the new <br />pedestrian crosswalk has been installed and consists of two (2) pedestrian warning signs at the pedestrian <br />crosswalk, plus two (2) pedestrian crossing ahead warning signs, which are used to motorists in advance of <br />locations where unexpected entries into or shared use of the roadway by pedestrians/bicyclists might occur. <br /> <br />The University City Municipal Code, Section 10.36.090 – Stop intersections—Vehicles to stop at certain <br />intersections, was amended to eliminate the southern leg of Cornell location as a Stop intersection. Along with <br />the removal of the set of the Stop signs, the pedestrian crosswalk striping at this crossing location was also <br />removed. In addition to that, the speed limit signs have been reviewed and relocated to be consistent with the <br />School Zones of the area and signs have been standardized. <br /> <br />The Manual on Uniform Traffic Control Devices (MUTCD) provides different alternatives for signs at locations <br />were the law (Local or State Traffic Law) mandates that traffic shall stop or yield for pedestrians. <br /> <br /> <br /> <br />The Public Works and Parks Department recommends the installation of any of the above shown options for <br />“Stop Here for Pedestrians Signs” at the newly installed crosswalk on Jackson at the northern leg of Cornell <br />Ave. <br /> <br />7. University City Traffic Commission Bylaws Revision. <br /> <br />The proposed revision to the University City Traffic Commission bylaws will be presented for your comments <br />and approval. <br /> <br />9.
