Hayer Kaufman inquired of Mr. Reis (who again came forward) <br />whether he had heard the City Manager's comments with respect to delivery, <br />whereupon Mr. Reis said if the bid openin~ were put off for three weeks - <br />which would be some time in September - the delivery of the trucks would <br />be put off approximately four weeks. <br /> <br />Upon question by Councilman Epstein whether the info,nation is public <br />after the bids are opened, the Mayor answered that that is correct. <br /> <br />Upon vote (of the motion to award the contract to the SchreoderCHC Truck, <br />Inc.) the following was recorded: AYES: Councilman Baris, Epstein and <br />Tandler. NAYS: Councihnan Grimm and Hayer Kaufinan. ABSENT: Councilman <br />Souls. The motion therefore carried. <br /> <br />Councilman Grin~moved Council approval of the award for the rear-end <br />loader to be made to the Leach Company, as reco--~ended, in the amount of <br />$5324, Net, this being the lowest m:d best bid. Motion seconded by <br />Councilman Bards and unanimously carriad. <br /> <br />Councilman Grimm said that in connection with the other one, he assumes <br />there Are no other available and competent bidders in the area that might <br />be requested to bid - and he asked whether possibly they were requested <br />and did not bid - whereupon CityManager Henry said there were several <br />more requeoted, but he is not entirely sure at this point because these <br />models change from year to year, as to who can supply this type of equip- <br />ment at this type of packing pressure. In addition to that, City Hanager <br />Henry said, this has been more or less the case for a couple of years that <br />only these people could do this and as a result, of course, the City does <br />have several of these units now - in fact, nine of them. <br /> <br />The Nmyor inquired as to the pleasure of the Council. <br /> <br />Councilman Baris moved that contract be awarded to Truck Equipment Company <br />in the amount of $6057.14 Net for two side door loaders, this being the <br />lowest and best bid. Motion seconded by Councilman Tandler and unani- <br />mously carried. <br /> <br />BID PROl:~OSALS FOR THE FURNISHING OF INSURANCE COVERAGE FOR UNIVERSITY CITY: <br />CityManager Henry reviewed the matter of bid proposals which the City has <br />received for furnishing of insurance coverage for the City - both for <br />Workeen's Compensation coverage and Comprehensive General Liability In- <br />surance Coverage. He said the City has had a considerable mount of study <br />on this matter in recent years and the bid procedure being employed at <br />this time is somewhat different than applied in previous occasions. <br /> <br />With respect to Workmen's Compensation, the City Manager said the basic <br />benefits are established by the State of Missouri Insurance Commission, but <br />although the basic premium is established by the State Insurance Agency <br />there is some variation after certain deductions are made, as to what the <br />actual net premium cost would be to the City. Insurance bid proposals <br />were sent to 49 different agents. CityManager Henry said the City is on <br />what is known as a retrospective rating plan and he gave the details. <br />Analyzing the actual net cost, City Manager Henry said, is a fairly com- <br />plicated matter av~ the Insurance Audit and Inspection Company of Indian- <br />apolis has broken down the cost for the lowest bidder and found that the <br /> <br /> <br />
