Sessio~ 710, Minutes <br />August 20, 1962 <br /> <br />Page 13 <br /> <br />upon them. <br /> <br />Hayor Kaufman said the Council will have a meetin~ bafore August 3let <br />and during the interim the administrative forces can com~unt.=ta vith <br />the co~sulting firm and ascertain whether this was an oversight or wheehar <br />they are prepared to make the same recommendation with respect to the <br />American Insurance Company, whereupon it was pointed out to the Hayor that <br />no regular meeting of the Council is scheduled until September - to con- <br />sider this matter on August 27th would require a special meeting of the <br />Council. The Hayor said he is not interested then in calling a special <br />meeting. <br /> <br />At this juncture, Hr. A. Vint, branch manager of the St. Louis office of <br />Employers Mutual Liability Insurance Co. of Wisconsin, asked to be recos= <br />nized, which request was granted. Hr. Vint said he wonders whether the <br />Council has any questions which he might answer, whereupon Councilman <br />Bards said he would like to repeat that what he has said has not been a <br />reflection of any personal knowledge that he has of Employers Mutual -= <br />it is only by virtue of the fact that the Insurance Audit and Inspection <br />Company made a comment about the loss settlement practices of the one fir~ <br />and made no comaant one way or another about the Employers Hutual loss <br />settlement practices. <br /> <br />Mr. Vint spoke of the fine reputation of his firm and stated they ~rrote <br />the first Worhnen's Compensation policy ever written in the United States=- <br />in 1911. He mentioned a number of risks in this area which his company <br />insures. He said he agrees with City Hanager Henry that a good claims <br />policy results in people getting what they have coming to them promptly, <br />but it also means that the Workmen's Compensation Insurance should be paid <br />to those that have it coming and not to those who do not have it coming. <br />Hr. Vint said they would consult on any serious claim with the City Hans- <br />get or any other person that was designated before they paid, to see that <br />it was properly paid. <br /> <br />Hayor K~ufman said that Mr. Vint has made a very able presentation, but he <br />does not believe it answers the issue raised by Councilman Baris which is <br />that in the presentation by the Insurance Audit and Inspection Company <br />there is a statement to the effect that American Insurance Company, like <br />Employers Hutual, is capably administered and in enviable financial con= <br />dition - it has excellent reputation for engineering service and loss <br />settlement practices, but that particular point wasn't covered in this <br />report and that is precisely the reason why the City employed the company <br />and agreed to pay them $750 to get certain information. Mr. Vint said he <br />understands the Council~s position and he suggested that a long distance <br />telephone call be placed to the Insurance Audit and Inspection Company (at <br />Hr. Vint's expense). <br /> <br />Mr. Vint answered numerous questions propounded by members of the Council. <br />Councilman Bards said he is concerned about getting the employees involved <br />with any company who would give them a difficult time in settlin~ a just <br />and legitimate claim and he added that he is not suggesting that any <br />company should give charity to the City's employees or to any claimant, but <br />in those instances where the claim is legitimate he feels the City should <br />make certain that the company it gives a policy to is one which will not <br /> <br /> <br />
