Session 710, Minutes
August 20, 1962

Page 14

raise objections on non-tenable grounds. Mr. Vint said he thinks that
Counci~__r~_n Baris is right and he stressed the point that the test of time
is on his company's side. Councilman Epstein said that assuming the
doctor sends in a report promptly and assuming the City sends in its re-
port p~omptly, she is wondering approximetely ho~ soon the Employers
Mutual Liability Insurance Company would pay the claims, whereupon Mr.
Vint said they start compensation within t~o weeks and pay the doctors
t~ice a month - on the 10th and 20th of the month.

1/a¥or Kau~m_an inquired whether any member of the public desires to be
heard on this agenda item and there was no response. The Hayor then
asked whether the Council is prepared to act on this item.

Councilman Tandler said that unless there is a specific request by any
member of the Council to seek additional information, he is prepared to
move forward. The Mayor said that he, too, is prepared to act and would
suggest that after the Council has acted, the Ctty Hanager direct a com-
munication to the Insurance Audit and Inspection Company and make inquiry
with respect to the question raised by Councilman Baris.

Absent a specific request, Councilman Tandler said he moves that the
three year insurance policy for Worhnen's Compensation be awarded to the
Employers Mutual Liability Insurance Company of Wisconsin for a total net
premium of $25,197 to be paid over a three year period. Motion seconded
by Councilman Grimm and unanimously carried.

Councilman Grimm moved that the Comprehensive General Liability policy be
awarded to the American Insurance Company based upon the bid of ~9,249.48.
Councilman Tandler said this £ncludes the blanket contractural coverase
and the City Hanager said that is correct. Motion seconded by Councilman
Tandler and unanimously carried.

Councilman Baris said that before leaving this subject, he would like to
observe that this is one reason why it would be worthwhile to get pro-
fessional advice from local people who would be able to knov local reputa-
tions and practices - this is one of the reasons why he voted against the
award of the original contract to the Indianapolis, Indiana firm, and one
of the other reasons was that he notices this is signed by Mr. Haremy,
counsel, and it appears as if this corporation from out of State may be
practicing law in the State of Missouri, and Councilman Baris said that
again he raises objection to unauthorized practice of law even though it
is for the City.

INVES~Fr OF FUNDS:
The City Manager stated that in consideration of interest and other
collections recently received, it is the rec~ndation of the administra-
tive forces that the following securities be purchased for the Bond Re-
tirement Fund:

Certificate of Deposit, Delmar Bank of University City, in the
amount of $2,500.00 maturing January 25, 1963, paying 2~?o interest.

Certificate of Deposit, Delmar Bank of University City, in the
amomnt of $6,000.00maturing July 25, 1963, paying 3~% interest.

questions concerning the rate of interest, propounded by Councilman
