Hotion <br />seconded by Councilman Grin~n and unanimously carried. <br /> <br />RECES~: <br />At this Juncture, 9:13 P.Ho the Hayor announced a recess and at <br />the Council reconvened. <br /> <br />RECONSIDERATION OF TRAFFIC PROBLEatS AT THE INTEI~ECTION OFWESTGATE AND <br />9LIVE: <br />Agenda .item number 7, concerning the matter of traffic problems at the <br />intersection of Westgate and Olive, was reviewed by the City Hanager. He <br />said this intersection has been studied on at least t~o different occa- <br />sions by the Traffic Commission during the past year and this is the third <br />time the matter has been on the agenda of the City Council. He said the <br />problem is to provide safety of movement of both traffic and pedestrians <br />and with reasonable efficiency - it is not a very satisfactory intersection <br />because five streets enter it and the type of regulation there no~ is de- <br />pendent upon Stop signs -- since it is a very wide intersection, the <br />stopping is not always at the right place as far as pedestrian crossing <br />is concerned. The Council has received numerous reports and the latest <br />concerns the possibility or attempt to make the Stop requirement more con- <br />spicuous - this has been proposed to be done by the use of traffic signal <br />or flashing red lights and this has been studied at the request of Hrs. <br />Glickert, a citizen, who is present. <br /> <br />City l/anager Henry said a preliminary estimate has been obtained from an <br />electrical contractor merely as some guide as to the approximate cost of <br />this type of thing and a small layout map has been prepared of hov it <br />would be done. He said the scheme as proposed would be to run, betveen <br />t~o axisting poles, a cable and to mount flashing lights on one pole on <br />the southwest corner of Westgate and Olive - the other pole on the north <br />side of Olive~ just to the west of the cut-off from Sutter - av~ suspended <br />would be a three way flasher which would flash against traffic coming <br />from the south, that is, coming north on Westgate, traffic going east on <br />Olive and traffic going ~est on Olive - then a new pole would have to be <br />set on the little triangle which is to the east of this intersection; be- <br />tween this new pole and the pole on. the north side of Olive, another cable <br />would have to beput up and a flasher installed there stopping traffic <br />from the Sutter cut-off, that is, coming from the north and stopping ~laple <br />traffic coming from the east. The City~anager said the whole purpose of <br />this is to make the Stop signs more conspicuous and to get greater com- <br />pliance from the drivers as they enter this intersection. The proposed <br />cost, as estimated by a contractor, is $1,000. <br /> <br />Hayor Kaufman asked the City Hanager whether the administrative forces <br />feel this would do what it is purported to do, and City Hanager Henry <br /> <br /> <br />
