He said the ad- <br />ministrative forces are providing this information at a request - there <br />are ma~y possibilities as to what might happen at this intersection and <br />the administrative forces are not taking any strong stand for or against <br />this particular proposal'. <br /> <br />Councilman Tandler said he takes it then that the proposition of the sus- <br />pended red blinker does not necessarily bear on the things that have been <br />brought before the Traffic Conmission recently, such as the extension of <br />the island and regulation of turning movements, u4~ereupon City Hanager <br />Henry said this is independent of those proposals. The City l4anager ex- <br />plained that Councilman Tandler had presented a plan which was somewhat <br />less c,cmplex than the previous one which involved extending the island. <br />Councilman Tandler said he thinks the problem at this intersection, aside <br />from the traffic movements, is one of stopping traffic at certain points, <br />making sure they stop and stopping them in the right locations -- he said <br />the problem at the present time is that vestbound Olive Street traffic is <br />being stopped too far from the intersection to be really a proper stop in <br />relatic~ship to pedestrian traffic. He said the problem as it was stated <br />was that it is necessary to bring the stop to the crosswalks, and Council- <br />man Tandler reviewed the proposed plan. <br /> <br />Hayor Kaufman asked whether this would still be an experiment and he <br />added he has no objection to experimenting with portable signs perhaps, <br />but there is question in his mind when $1000 is involved, and he asked <br />whether there is any reasonable assurance that what the City wants to <br />accomplish will be accomplished if the money is expended. <br /> <br />City Hanager Henry said he is not sure that all of the problems would <br />really be solved and he pointed up some of the difficulties, further <br />explaining the procedure followed during school seasons. He said the <br />purpose of the lights, he thinks, is more to be certain that drivers <br />realize there are stop signs there and pay attention to them. <br /> <br />Councilman Baris expressed the vie~ that the cost is extremely high for <br />the amount of work that is to be done, and he raised the question of <br />whether the City cannot do the job. City Hanager Henry explained that <br />the City could not, with its equipment, do this, and he added that he is <br />not saying that Dron's price is the final price -- the City would ask for <br />bids and it is possible the cost would be substantially reduced - there <br />are a number of other firms in the area who do this type of work. <br /> <br />Discussion continued and the City Hanager continued to answer questions <br />propounded by members of the Council. <br /> <br />Hayor Kaufman inquired of Hrs. Elsie Clickart, 6712 Etzel Avenue, who had <br />appeared before the Council several times in the past on this matter, <br />whether she would like to make a presentation, whereupon Hrs. Glickert <br />came forward. Hrs. Clickart stressed the need for some appropriate <br />measure to be taken to assure the safety of pedestrians in the area in <br />question and stated that she had suggested to City Hanager Henry the <br />possibility of overhead red flashing lights.
