Session 710, l~nutes <br />August 20, 1962 <br /> <br />realizes this would not be a complete solution, but would be a step in the <br />right direction. She said the children are well protected during the <br />school terms, but protection must also be afforded to adult pedestrians <br />as well. In response to con~nent byMayor Kaufman that the question is <br />whether these lights will solve the problem, Mrs. Clickerr suggested that <br />she does not believe anythin~ can be decided until it is tried. She point- <br />ed out there has been no alternate solution to the island which has been <br />approved by the Traffic Commission, but disapproved by the business people <br />in the area and there has been no proof that that would be a solution, and <br />she added that certainly that would cost some money. <br /> <br />~Lsyor Eaufinan said that one problem is that pedestrians may have a false <br />sense of security when they see the red flashing lights - he said this is <br />not to suggest that the Council has taken any position. <br /> <br />Mrs. Gl!ckert called attention to illegal parking of automobiles on the <br />north side of the street - some cars parking on the pedestrian crossing <br />adding to the problem because Stop signs cannot be seen over the tops of <br />the cars. Nayor Kaufman requested the City Nanager to check into this. <br /> <br />Mrs. Gltckert emphasized the need for prompt action. Councilman Tandler <br />said he is inclined to agree to the need for overhead signals, but the <br />only thins he is questioning at this time is whether there is a better <br />way of stopping westbound Naple traffic so it too will stop roughly at the <br />east line of Westgate Avenue. He said possibly a flashing signal could be <br />mounted on the same wire as the one for the east and westbound Olive and <br />the northbound Westgate traffic and placed approximately 20 or 30 feet <br />north of the three way so that it will flash directly east intoNepie and <br />possibly northeast into the cut-off, so that that traffic will be stopped <br />at a point roughly even with the east line of Westgate Avenue. He said <br />the only other thine he could suggest is that a large sign be suspended at <br />each signal which would say "Stopat Line" or "Stop at White Line" - if <br />that were done and the City painted a very visible white line onto the <br />pavement a motorist would know that this signal is telling him to stop at <br />a certain point, which Councilman Tendlet added, perhaps should be done in <br />any event. <br /> <br />Councilm~n Epstein said she thinks it is very important that the stop be <br />made close enough to the crosswalk so that the people are thoroughly pro- <br />tected. <br /> <br />Mrs. Gleekerr said she would like to make a further suggestion: that a <br />sign be placed on 0live Street Road, in a conspicuous spot, which would <br />give pedestrians the right-of-way. <br /> <br />Councilm~n Tandler discussed a proposal recently submitted to the Traffic <br />Commission of extending the island west~ard so that a Stop sign can be <br />placed in the proper location for westbound' traffic and the possible <br />regulation of turning movements between Westgate and Sutter, so that the <br />intersec~ion will not have as many turning conflicts as it has no~. He <br />answered questions raised by Mrs. Glickert. Councilman Tandler observed <br />that unless there is safe vehicular traffic, there cannot be safe pedest- <br />rian passage, and he said it is true that east and vest traffic would be <br />better s~opped by flashing signals than it is at the present time~ but <br />the question is whether a confused motorist (and he added it is very easy <br /> <br /> <br />
