Session 710, Minutes
August 20, 1962

Page 18

for a motorist to become confused in this intersection) is not Just as
much of a hazard as one who doesntt stop at a11. He said he is in favor
of the flashing signals, but does not think that ends the problem.

Councilman Tandler, addressing himself to the City Manager, said that
presently the westbound stop on Olive is s~t at the end of the island -
traffic is expected to stop at that point - and h, ,~k=a ~= Manager
Henry whether he feels something might be achieved by indicating a. -h~,
point that the traffic will stop at the white line and this white line
might be provided where a proposed walk is indicated so that all traffic
is directed to stop at that point and, of course, the flashing signal would
call additional attention to that white line. City Manager Henry said as
long as traffic is crossing from Westgate there is question as to whether
they shouldn't be pulled back a little and upon question by City Hanager
Henry, Councilman Tandler said he is talking about possibly without ex-
tension of the triangle. City Manager Henry said that traffic traveling
north on Westgate, going 'into the Sutter cutoff there would cut right into
traffic stopped if the line were advanced too far westwardly. Councilman
Tandler asked whether it would be better if the cut-off were made one-way
and the City Hanager said this is a possibility - one-way southbound.

Discussion continued. Councilman Tandler said he is of the opinion it
would be well to eliminate right turn movements into this crosswalk, at
least at FLaple and heading for the cut-off because there is a serious
problem there. In reply to inquiry by Mayor Kaufinan, the CityManager
said extensive traffic counts have been made.

Councilman Epstein asked whether the City Manager would recommend two
stops on the Olive Street westbound traffic - one at the end of the island
and one at the crosswalk. The City Manager said this is done during
school hours, but it is not a very satisfactory situation to stop cars
again at what amounts to the middle of the intersection.

RECESS:
At this Juncture, 9:59 P.M. Mayor Kaufman announced a recess and at 10:16
P.Mo the Council reconvened.

(~est~at~-Olive Intersection, continued):
Mayor Kaufman invited further discussion of the Olive-Westgate-Sutter-
Maple matter. Councilman Tandler said in his opinion the best way to
move forward, and he moved accordingly, is to request the City Manager
to obtain bids for two signals to be supported on a single span between
the two existing poles - and he said he has pointed out to the City
Manager the location of the poles and the location of the signals -- one
si§nal to face east and westbound Olive Street traffic and northbound
Westgate traffic - the other signal to point east on Maple and northeast
along the cut-off and in addition to that, he would like to request that
a bill be prepared which would establish the westbound Stop sign - Boule-
vard Stop - on Olive Boulevard in a new location some 40 or 50 feet west
and that a temporary island extension be built up in order to help locate
the si§nal. He said at this. time he is requesting the preparation of this
bill as well as whatever is necessary to establish the turning movements
indicated under the notes I and 2 on this same drawing. He said it is his
intention that once this bill is prepared and in the hands of the Council
