Session 710, Minutes <br />August 20, 1962 <br /> <br />Page 19 <br /> <br />that a public hearing be scheduled and all interested parties invited to <br />state their views with respect to this specific proposal, but he would <br />not be adverse to proceeding on the matter of overhead lights as soon as <br />the bids are received. <br /> <br />Motion seconded by Councilman Epstein and unanimously carried. <br /> <br />Councilman Epstein said she would like to ask that the City Manager again <br />inquire of the State Highway Department as to the possibility of the State <br />completing that part of Olive Street Road from Ferguson to Skinker, and <br />the possibility of solving this problem at this intersection. <br /> <br />Councilman Tandler said he has personally observed the parking of auto- <br />mobiles and small trucks, at different times, in No Parking zones in this <br />general area and believes that some additional surveillance should be <br />given so that these infractions are corrected. <br /> <br />WEEKLY FIRE DBPARTMENT REPORT: <br />~e Fire Department report for the period of July 22, 1962 to August 19, <br />1962, was received and ordered filed. <br /> <br />WEEKLY ~OLICE DEPARTMENT REPORT: <br />The Police Department report for the period ending August 18, 1962, was <br />received and ordered filed. <br /> <br />PERSONNE~ DEPARTMENT REPORT: <br />The Personnel Department report as of the weeks ending July 21, 1962, <br />July 28, 1962, August 4, 1962, August 11, 1962 and August 18, 1962, was <br />received and ordered filed. <br /> <br />BILLS FO~ADOPTION AS ORDINANCES: <br /> <br />BILL NO. 5966 - AMENDING CHAPTER IX MUNICIPAL CODE BY REPEALING ARTICLE <br />901 THEREOF RELATING TO CERTAIN GENERAL PROVISIONS, AND ENACTING IN LIEU <br />THEREOF$ NEW ARTICLE TO BE KNOWN AS "ARTICLE 901, GENERAL PROVISIONS," <br />~ayor Kamfman inquired whether any member of the public desires to be heard <br />on the smbJect of Bill No. 5966 which relates to closing hours for coin- <br />operated dry cleaning establishments and laundries and laundromats, where- <br />upon Mr. Dave Siegelman asked to be recognized, which request was granted. <br /> <br />Mr. Siegelman stated that he is a member of the Board of Directors of the <br />Mississippi Valley Coin-Op Association, and resides at 7536 Blackberry <br />Manor. Mr. Siegelman stated that he, as well as other representatives <br />of the Association, have previously appeared before the Council and have <br />advised, verbally, as well as by communication, that it is felt by the <br />Association that Bill No. 5966 should not be adopted. He expressed the <br />view there is no need for arbitrary opening or closing hours in coin <br />operated dry cleaning establishments or laundromats. <br /> <br />Mr. Fred .Freitag, 4906 St, Jennings, St. Louis County, was the next <br />speaker to address the Council. Mr. Freitag said he owns the laundromat <br />at 6327 Delmar and this es'tablishment is frequented late at night and <br />during early morning hours by students from Washington University who <br />study while they do their job of washing clothes, and Mr. Freitag spoke <br />against the adoption of Bill No. 5966. <br /> <br />Mr. Lee l~ore, upon bain~ reco~nized, stated he r~s~des in Klrk~ood and <br /> <br /> <br />
