Further, she expressed the view it would be <br />tection to the operators also,in a sense,to have their establishments ... <br />closed so there would be no probability of incidents. <br /> <br />Councilman Tandler said he believes the purpose of this proposed ordinance <br />is to close up these establishments during hours when problems may occur <br />which neither the operators can effectively deal with because they are not <br />present, nor can the City station a policeman or fireman at each and every <br />one of these establishments during those hours. He said it is quite clear <br />that if the attendant could be required, that the administrative forces <br />would not have asked the Council to close these places down during the <br />early morning hours, and as far as this being discriminatory, Councilman <br />Tandler continued, he does not think it is discriminatory because it is <br />intended to preserve the safety and welfare of University City citizens as <br />well as any other people who may be using the facilities. <br /> <br />Councilman Tandler moved the adoption of Bill No. 5966. Notion seconded <br />by Councilman Epstein. Upon roll call, the follo~ing vote was recorded: <br />AYES: Councilmen Epstein, Tandler and Hayor Kaufman. NAYS: Councilmen <br />Baris amd Griu~n. ABSENT: Councilman Soule. Hayor Kaufman said it would be the Chair's feeling <br />that the Council ought to defeat this bill and if it wants to review the <br />problem at a future time, it may do so. <br /> <br />Councilman Epstein moved that Bill No. 5956 be defeated. Motion seconded <br />by Councilman Grimm. Upon roll call, the foliowing vote was recorded: <br />AYES:' Councilmen Baris, Grimm, Epstein, Tandler and Mayor Kaufman. NAYS: <br />None.
