The <br />Hayor suggested that the last paragraph of the communication be submitted <br />to the Library Board concerning recommended use of a mechanical gadget <br />for collecting book fines. <br /> <br />COOPERATION OF POLICE DEPAR~iEI~ - WASHI,TON UNIVES$ITY: <br />Hayor Kaufman called attention to a memorandum from the City Hanaser re- <br />lating to a letter received by Chief Demos from the Superintendent of <br />Police of the St. Louis County Department of Police, Raymond W. Hensley, <br />requesting the services of the University City Police Department in the <br />event of an emergency -- suggesting that in times of emergency the Univer- <br />sity City Police could answer calls from Washington University until such <br />time as officers from the St. Louis County Police Department could arrive <br />on the scene. <br /> <br />Hayor Kaufman said he has asked Director of Law Morris to give the Council <br />an opinion on the subject as to whether the City can act outside of its <br />jurisdiction and if it can, perhaps this should be formalized into a <br />urritten agreement. Pending such an opinion, the Hayor inquired as to the <br />opinion ~f the Council. <br /> <br />Councilman Epstein expressed the view the City should stand ready to co- <br />operate. Councilman Baris said he thinks it is a question of reciprocity-- <br />many members of the faculty, as well as students of the University live <br />and shop in University City and solely as a matter of reciprocity the <br />City ought to extend this service to them. <br /> <br />Hayor Kaufinan, addressing himself to the City Hanager, said he thinks <br />City Hana~er Henry can communicate with Mr. Hensley and advise him the <br />sense of the Council. The Hayor said he is not asking for any formal <br />resolution until such time as he receives an opinion from Director of Law <br />Morris. <br /> <br />Council-m__n Gri~n said that while there is no formal motion, he did not <br />express himself because he is in the employ of Washington University and <br />if there is any recording he would like to be recorded as having abstained <br />from expressing himself. Hayor Kaufinan said he had not asked for a vote. <br /> <br />INNER BELT HIGHWAY - NAINTENANCE: <br />Councilman Tendlet stated that about a week ago the Hayor had communicated <br />with the Council concerning some tentative agreements between the County <br />Council and the State Highway Commission, and Councilman Tendlet asked <br />the Hayor whether it is his feeling that this Council should take some <br />action with respect to approving or disapproving the tentative agreement. <br /> <br />Mayor Kaufinan said he thinks the Council ought to review two sections: <br />paragraphs 3 and 4 of the agreement. For the purpose of the record, <br />Hayor Kaufman said perhaps he should suggest that he received a communica- <br />tion from Mr. Edward E. Murphy, Jr., St. Louis County Council, and he <br />has suggested that the County Highway Department has been negotiating with <br /> <br /> <br />
