Session 710, Minutes
August 20, 1962

?age

Service Company) to run buses over Hillbrook and he asked whether there
is an application with reference to the abandonment of the street railway
tracks and service in the City of University City and the substitution of
motor buses therefor - and, if so - where. City ltanager Henry said that
members of the Council have received an application which stated in detail
the routing of the buses. Councilman Baris said he understands that, but
the proposed letter of reply does not make reference to their intention
of running over Hillbrook. Councilman Tandler suggested the first para-
graph of the letter could point out that this pertains to University City
as well and the City Hanager said this would be done. Councilman Baris
said it could be that this indicates an intention to run the buses over an
improved motor vehicle areaway right over the tracks - this is a matter
which he understands the Public Service Company in the past may have con-
sidered and they may be inclined toward it.

Council~an Tandler said he thinks the Council's action this evening should
merely approve that the City Hanager notify the attorney (of.the Public
Service Company) in vrtiting to the effect that the City has received their
plans and has no objection and will waive notices of hearing -- Council-
man Tandler added that he is certain the City Hanaser can draft the letter
to his o~n satisfaction, and Councilman Tandler said that he moves ac-
cordingly. Hotion seconded by Councilman Grimm.

Councilman Baris said he would like to explain the reason why he is going
to vote "no" - he feels the addition of buses to the traffic on Hillbrook
is going to defeat the purpose of "this so-called improvement of Hill-
broo~' and in his opinion the Bus Company would have a very adequate area-
way in which to run their buses with the abandonment of the street car
line - it wouldnit cost the City anything and the City could probably
guarantee that they would not be interfered with by passenger cars and it
would not tie up all the traffic that is going to be tied up on Hillbrook.
He said he would have no objection to their hbandoning the street car
line, but he would hope they would replace it by buses to run over the
same route.

Upon poll of the Council, the following vote was recorded: AYES: Council-
men Grime, Tendlet and Hayor Kaufman. NAYS: Councilmen Baris and Epstein.
ABSENT: Councilman Soule. The motion therefore carried.

ERNST & ~RNST - COHHU~TION:
liayor Ken/man called attention to a communication from Ernst & Ernst
(auditing firm), copies of which had been transmitted to members of the
Council. The Hayor asked to be enlightened with respect to "courtesy
ticketst' which he said are apparently available at the Golf Course and
he quoted from the Ernst& Ernst communication: "You will note a supply
of unnumbered golf permits are maintained at the Golf Course for use as
courtesy tickets..."

The CityHanager said the Park Commission has offered a few tickets to
people from time to time, also the City employees in the annual golf
tournament are allowed three rounds to be played during the course of the
summer, far the tournament, and he said he believes these tickets are
given to them.

The City l leanEst said that on the general memo, which he received this
