Session 710, Minutes
August 20, 1962

Page 23

prohibition of truck traffic on Millbrook if that is considered its
reco--~adation, and any other steps necessary.

JEWISH VAR VETERANS - POSTING OF SIGNS:
Mayor Kaufman called attention to a request from the Jewish War Veterans
of the State of Missouri for permission to post two signs, each being
4*x8tx6' in height, in the public way in Heman Park opposite the Jewish
War Veterans Memorial Center at 7091 Olive Street Road - these signs will
announce the use of the Memorial Center as an accommodation center for
the Red Cross blood donations and T.B. x-rays on September 10, 1962.

CityManager Henry stated that he received the request late this after-
noon and members of the Council will find in their folders copy of a
memorandum from the Director of Law which indicates that under Section
801.12 of the Municipal Code, the City Manager has the authority to issue
this permit provided the Council consents thereto, and the organization
must also deposit a sum of money as to be determined by the Council
guaranteeing the removal of the signs within 15 days after the expiration
of the permit. The Council is to determine the amount of the money to be
deposited (under Section 801.12) but under the section it must be at least
$50.00.

The Hayor stated that if the Council is prepared to move forward on this
matter he would suggest a motion which would embody the $50.00 deposit.
Councilman Tav~ler moved accordingly. The motion was seconded by Council-
man Grimm and unanimously carried,

MILLBRO~K RIGHT-OF-WAY:
Nayor Kaufman called attention to a co,,--unication from the City Manager
in connection with a suggested letter to be sent to the Public Service
Company, waiving notice of a hearing on an application, in Jefferson City.
The May~r said before taking any action, he is wondering whether any
action has been taken with respect to having them clean up the right-of-
way on Pershing. The City Manager answered affirmatively. He said he re-
quested Mr. Dameron (of the Public Service Company) to have this done and
Mr. Dameton had stated he would take care of it. The Mayor said he is not
going to suggest that the co-~nication not be sent, but he thinks it is
a reasonable request, however, for the Public Service Company to clean up
Pershing Avenue before they abandon the right-of-way.

Councilman Tandler expressed the view that this should hold true for any
other portion of the right-of-way, and he said he shares the Mayorts
views that the City has been extremely cooperative. The CityHanager said
he would follow through on this matter.

Mayor Kaufman asked the CityManager whether he would lik~ action tonight
(on the suggested form for a letter), whereupon the City Manager stated
that he and Director of Law Morris plan to go to Jefferson City on
September 11th, and he would be interested in Mr. Morris' opinion as to
what he thinks about it. The Director of Law said he thinks the letter
should go, otherwise the Public Service Commission is going to be in
position of not knowing exactly what to expect on the 11th at the hearing -
they have to schedule their docket. Mayor Kaufman said if the Council is
prepared to act on this matter, it can move forward.

Councilman Baris said he wonders if it is the intention (of the Public
