<br /> <br />Mr. Jackie Womack, 7300 Ahern <br />Mr. Womack stated that he came to apologize because he was embarrassed <br />regarding the Traffic Commission meeting, but could not point the finger at anyone <br />and would like to say that everyone was rude to Ms. Carr. He felt the Traffic <br />Commission staff made a mistake and needs to be revamped. Mr. Womack <br />started addressing the Traffic Commission Board with questions when Mayor <br />Welsch reminded Mr. Womack to please address Council only. <br /> <br />Mr. Price stated that from his understanding of Rule #40, Councilmembers could <br />speak, but cannot influence or direct a commission to alter their actions. He said <br />he would be willing to make changes to Rule #40 for better clarity. <br /> <br />Mr. Crow said he was the last Traffic Commission Liaison before Ms. Carr and <br />could assure the Council that he participated to whatever degree he chose and no <br />member of the Traffic Commission or its’ Chairperson ever attempted to keep him <br />from speaking and he can’t imagine a commission Chairperson trying to shut <br />down a Councilmember. He said he is now the Council Liaison for the Library <br />Board and the Pension Board and participates fully in both. He said that out of <br />respect for the Council itself and the form of government, it is important for Council <br />to treat each of our colleagues with the amount of respect they deserve whether or <br />not you or your supporters agree or disagree with their position. He said Ms. Carr <br />was participating in her role as liaison and there were citizens who were trying to <br />redefine the role. He believed that out of honor of the Council, it was incumbent <br />upon all of us to make sure that the commissions understand the Council Liaison’s <br />role. Mr. Crow said there was no limitation placed on Council by members of a <br />commission. Mr. Crow also reiterated that it is very disappointing because his <br />comments on the Traffic Commission were unfettered. He said he did not believe <br />this would have occurred with other members of this Council. He said it is <br />important for all to make sure we clarify Council’s position on Rule #40. <br /> <br />Mr. Kraft noted that apparently all of Council agreed with Rule #40 because there <br />have not been any disagreements. He said that from his observation there is <br />variability, but the question seemed to be if a Councilmember is allowed to give a <br />ten minute prepared presentation. Mr. Kraft felt that the decision should be left up <br />to the members of each board and commission. That would be clearly out of <br />place before the Civil Service Commission because they have rules of procedure <br />that are governed by State Law and the Councilmember is not present when they <br />deliberate. Mr. Kraft felt this was more of a personal issue and there was no <br />reason for Council to get involved. <br /> <br />Mr. Glickert said there have been tremendous discussions in City Council Study <br />Sessions on rules and regulations and it has been incredible. He commended Ms. <br />Carr on some of the work she has brought in reference to the updates that were <br />needed; but, he did not feel that he should get involved in a situation between <br />commission members and their liaison without knowing the facts. <br /> <br />Ms. Carr stated the discussion was about Rule #40 and not about the Traffic <br />Commission. She asked only that the Council endorsed Rule #40 or opted to <br />8 <br /> <br /> <br />
