Ms. Carr stated she wrote a letter <br />to the Traffic Commission and Council, regarding the issue of not being able to <br />speak and received two statements from John Solodar, Chairman of the Board of <br />Adjustment and Caryn St. Clair, Chairman of the Board of Park Commission, both <br />stated that their council liaison could speak at their commission meetings. She <br />believed that Rule #40 needed to be clarified so all would understand. <br /> <br />Ms. Carr moved that Council reaffirm the adoption of Rule #40 of Council Rules <br />and Procedure as written, and further refrain from misrepresenting/misapplying the <br />limitations on the role that a Councilmember may play as a liaison to a Board or <br />Commission, since this rule is not written nor intended to censor statements the <br />Council Liaison may make to the commission so long as the liaison does not vote <br />nor participate in the work of the Boards or Commissions as a full deliberator, and <br />was seconded by Mr. Crow. <br /> <br />Ms. Stefany Brot, 8145 Cornell Court <br />Ms. Brot stated that the government council system order has been active for <br />many years and commissions were added to allow public input from citizens in <br />making critical decision for the community. She said the Traffic Commission has <br />faced many interesting issues and enjoyed listening to staff, citizens and the <br />Council Liaisons at the meeting. She said her interpretation of Rule #40 was <br />different from Ms. Carr’s. Ms. Brot stated that they did not tell Ms. Carr to sit down <br />and be quiet. She noted that Ms. Carr kept talking, which interfered with the <br />meeting when they were trying to get citizens’ input, from people that were not in <br />the government. Ms. Brot said she believed in commissions allowing citizens to <br />talk and also felt that citizens should be able to give their opinions and not be <br />criticized by a Councilmember. Ms. Brot suggested that Council keep Rule #40 as <br />written. <br /> <br />Ms. Melcine Henderson, 1339 Purdue Avenue <br />Ms. Henderson, Chairperson of the Traffic Commission, shared her concerns <br />about the happenings at the last Traffic Commission meeting. She believed that <br />some of the issues could have been handled a little differently. She said the tape <br />that Ms. Carr played earlier was only in part, not complete. Ms. Henderson said <br />they do allow their liaisons to speak and Ms. Carr had her chance to speak <br />because it is on their agenda for liaisons to speak at the end of the meeting. She <br />said due to the anger of Ms. Carr that occurred after she did not get a chance to <br />speak as a resident earlier in the meeting, things got out of hand. Ms. Henderson <br />felt Ms. Carr could have incorporated what she needed to say with her liaison <br />report. Ms. Henderson said she took offense when Ms. Carr called the people on <br />commission idiots and said they should not be on a commission. She also stated <br />that Ms. Carr insulted some of the staff. Ms. Henderson said it got to the point <br />where the police officer at the Traffic Commission meeting called his supervisor <br />because he did not know how things would turn out. She said this issue should <br />have been handled after the citizens left for the evening and Ms. Carr should not <br />mention names of others who were not involved. Ms. Henderson stated that as <br />Chairperson, she found it necessary to adjourn the meeting and postpone any <br />additional conversations. <br />7 <br /> <br /> <br />
