<br />Ms. Carr asked Mr. Walker if he knew the most recent date of the Board of Appeals <br />last meeting. She said she believed the Board of Appeals met a little later than <br />1997. <br /> <br />Mr. Walker stated he did not know the specific date, but he was sure the Board of <br />Appeals had met since 1997. He said he would research that information for Council. <br /> <br />Mayor Welsch asked again if any Councilmembers were willing to serve on the <br />subcommittee to review ordinances and update the Boards and Commissions’ list. <br /> <br />Mr. Kraft, Ms. Carr and Mr. Sharp volunteered and were willing to help on the <br />subcommittee to review and update Boards and Commissions’ list. <br /> <br />Ms. Welsch thanked the Council volunteers for their help and said they could start <br />reviewing and report their recommendations to City Council when they completed <br />their work. <br /> <br />2. Council Liaison Reports on Boards and Commissions <br />Ms. Carr reported that the Human Relations Commission met last Thursday and they <br />heard from Victor Pichon on his program and from Ellen Bern on the Asian business <br />community. She said, unfortunately, they did not have a staff liaison at that time <br />because the position was in transition, but now Ms. Williams is on board and things <br />should go more smoothly. Ms. Carr said she gave her report regarding the Human <br />Relations Commission because she noticed there were no draft minutes in the <br />Council’s packets. <br /> <br />Ms. Carr also reported on the Traffic Commission meeting, and asked the Council to <br />listen to a section of a tape recording she made at that meeting. The section of the <br />recording played concerned the fact that Ms. Carr was not being allowed to speak at <br />the Traffic Commission meeting as a citizen even though she had submitted the <br />standard request form. <br /> <br />Mr. Glickert reported on the Historic Preservation Commission meeting and mention <br />a sword that the brought in by citizenry. He said it was incredible and just wanted to <br />share that Information with the Council. <br /> <br />3. Boards, Commissions and Task Force Minutes <br /> Mayor Welsch noted that the Council had received copies of Boards, Commissions <br />and Task Force minutes. <br /> <br />4. Other Discussions/Business <br /> <br /> Council Rules and Procedures #40 requested by Ms. Carr and Mr. Price <br />Ms. Carr stated that because of the issue at the Traffic Commission meeting and <br />other times where she had been misinformed concerning Council liaisons being <br />allowed to speak at Commission meetings, she thought it was good idea to review <br />Council Rules and Regulations #40. Ms. Carr proceeded to read Rule #40 and <br />stated she was shocked at the misinterpretation of this rule, but was not surprised <br />because in the August 27, 2012, minutes under Council Liaison Reports and <br />Commissions, it did not say council liaison were forbidden from making a <br />6 <br /> <br /> <br />
