<br />willing to pay, given the choice. She stated that the City owns this lot and would have a say in <br />the utilization of the lot and that should be addressed. She added that from listening to the <br />businesses affected by the lot it did not seem like a good thing, business-wise, to do, unless there <br />were some bigger financial reason to do so. <br /> <br />Ms. Riganti stated that the concept presented in the plan would have economic development <br />benefits to the City and it was an important part in consideration of the plan, but not a critical <br />component or representation of that concept. She added that the City Council has said they do <br />not want development to occur on that lot, whether or not it would have economic benefits to the <br />City. <br /> <br />Ms. Lewis stated that with parking, traffic, and eventually the trolley, that was a lot in one <br />corridor that would affect traffic flow and parking in that area and with The Loop generating <br />money for the community, that was a lot at one time. <br /> <br />Mr. Lai stated that the pending traffic and parking study may not be able to address the financial <br />part, but hopefully result in some solutions. <br /> <br />Ms. Moran stated that the City Council heard from many citizens, some of them from south of <br />The Loop, who looked at Plans and asked Council how it would all work. She stated that her <br />position is that what happens in Parkview Gardens affects the adjacent areas and did not see how <br />the plan could be approved without having all the data. She asked if somehow the corner could <br />be separated out while waiting on data. She stated that the 2013 Plan was still in the works and <br />data was needed for that also; if that corner could be separated out, it seemed like the only <br />workable way. <br /> <br />Mr. Halpert stated that what he would like to see the Plan Commission focus on, although the <br />parking issue is big and needs to be worked out, the other issue was that he wants to move <br />forward with the guts of the Parkview Gardens Plan now so it can be moved forward. He added <br />that this was good timing and what he would like to decide was how to proceed with the <br />into the 2013/2014 Plan, they would not be sitting on the parking issue and it would be <br />something focused on in the upcoming comprehensive planning process. Mr. Halpert stated that <br />s thoughts on the need to complete <br />the Parkview Gardens Plan as an amendment to the 2005 Comprehensive Plan and then deal with <br />the parking issue so the 2013/2014 Plan can be addressed which would not just be looking at the <br />Parkview Gardens area, but looking at the areas to the north, south, east, and west. He added <br />that he would prefer to focus on what answers we need to have in the next couple months. <br /> <br />Ms. Locke stated that another factor was that as a Plan Commission we have no voice in the <br />issue of the trolley and we should expect that to be pivotal action that would change the dynamic <br />of traffic flow. She stated that as a Plan Commission we could weigh in on pieces that surround <br />that, but the trolley would affect traffic most because of what would happen to Delmar and it was <br />unknown as there were a lot of details not yet attended to. She added that the decisions made as <br />a Plan Commission need to be long-term and not short-term in solving a problem.
