was high enough, students would look for a way around parking there and park in the
neighborhoods.

Ms. Moran stated that was a good question and added that she lives adjacent to Washington
University students; if Ames Place Subdivision towed their car three times, they were still ahead
as opposed to paying for parking.

Ms. Lewis asked why there was not statistics about parking from other communities with so
many communities in St. Louis.

Mr. Lai stated that for crime statistics, staff was still in the process of collecting data. Staff had
been looking at the Central West End and Clayton, but it seemed that nobody had details about
fee vs. non-fee lots. He stated that other areas would have to be researched. Even in national
added that an additional traffic study was to be done and it would help in terms of our local
situation. Mr. Lai stated that for inner-ring suburbs, cost was expensive which would result in
greater incentive to build a parking garage because land is expensive. He stated that in West
County, land was cheaper for a developer to provide surface parking; for example, Chesterfield
Mall has some covered parking, but not much. He added that structured parking was often the
solution to that problem.

Mr. Senturia asked if staff had pursued items discussed last time such as the Queeny Tower
Parking Garage and parking around the stadium.

Mr. Lai stated that buildings were being proposed to take away parking for that area and it was
more of a campus situation where there would be more security like in a corporate campus.

Mr. Senturia stated that there could be parallels regarding security, perhaps security data from
the hospital.

Mr. Lai stated that the garage is partially underground and for the little surface parking they had
it might not be a good reference.

Mr. Senturia stated he was not talking about a comparison, but in terms of security, was
wondering if they had security problems underground.

Ms. Locke stated that the question was more about what was more secure, structured or surface
parking.

Mr. Lai stated that staff was still conducting research. He stated that, for an example, for
downtown private parking lots, someone who has had 40 years of experience managing them
told us that crime is often a perception.

Ms. Riganti stated that the goal was not to provide anecdotal information, but statistics.

Ms. Lewis stated that it seemed like the City wants to find a different method to make additional
revenue and if that was the case, the public would be smart enough to say what they would be
tm; šE
