<br />Ms. Riganti stated that when the planning process began, the City sought funding partners and <br />Washington University was a contributor, among others, all part of the Parkview Planning <br />Partners (PPP). She added that Washington University was a financial partner in the project and <br />contributing income. <br /> <br />Ms. Felton asked if the additional traffic study was coming from the grant. <br /> <br />Ms. Riganti stated it was not. <br /> <br />Mr. Halpert asked if it was out of the City budget. <br /> <br />Ms. Riganti confirmed it was. <br /> <br />Ms. Locke asked about the last meeting and that the Plan Commission had discussed the <br />committee that would look at the Comprehensive Plan. She asked what the relationship was <br />between the parking and traffic study requested by the City Council and the Comprehensive <br />Plan. <br /> <br />Ms. Riganti stated there were a couple different ways they could relate to each other. She stated <br />that in the existing Comprehensive Plan, they were separate and that it would probably move <br />forward with the 2013 or 2014 Comprehensive Plan Update and it would be included in that <br />Plan. She stated that those two documents should relate to each other and should reference each <br />other to avoid problems in implementation. <br /> <br />Mr. Halpert stated that it could be used as a tool in the Plan. <br /> <br />Mr. Senturia asked if, assuming the Parkview Gardens Plan was approved in some manner, it <br />became a part of the Plan in 2013/2014; if it was envisioned as part of that plan. <br /> <br />Ms. Riganti stated that any neighborhood plans could be adopted as amendments to the 2005 <br />Plan. She stated that what would occur in 2013 would be subject to further discussion. She <br />added there were two different philosophies adopt it as an amendment or fully incorporate into <br />the plan. <br /> <br />Mr. Senturia stated that, if he understood correctly, if some time in the next several weeks the <br />Plan Commission were to approve the Parkview Gardens Plan, it could be adopted as an <br />amendment to the 2005 Plan or fully incorporated into the next Plan. <br /> <br />Ms. Riganti stated that there was a question at the end of the July 10 study session for additional <br />information with respect to other studies on parking garages and crime. She stated that the <br />information was available, not complete, but available. She stated that if it could wait, staff <br />would keep it for now, but there were some other publications available. <br /> <br />Ms. Locke asked about the Parkview Gardens Plan from the perspective from Washington <br />University. She added it was clearly stated the intent was to reduce the number of cars students <br />bring, and reduce parking to 0.5 parking spaces per unit with underground parking.
