<br /> <br />Mr. Senturia stated the 2005 Plan, with elements that could be agreed upon; amend the 2005 <br />Plan, and elements that needed more attention as an amendment to the 2013 Comprehensive <br />Plan. <br /> <br />Ms. Lewis stated she was fine with the concept of the Plan and liked the walkability. She stated <br />that if it was approved with the condos, that would be what the Plan Commission would look for, <br />think it was the best location for the clientele. She stated people like that the activity in The <br />Loop but does not think that someone would want a high-end condo right there. She stated that <br />Commissi <br />larger pieces of the Plan but there are many unknowns and does not know how to carve it out. <br /> <br />Mr. Senturia stated he wrote something up. He distributed copies to the Plan Commission <br />members. *(See below.) <br /> <br />Mr. Halpert asked if there were any ideas regarding the density issue. <br /> <br />Ms. Felton stated that students did not count in the census. <br /> <br />Ms. Riganti stated that the census counted bodies in their place at the time of the census and <br />there was a public relations campaign before the census to work with the students. She stated <br />that students were counted in the place they reside. She stated she could provide the information. <br /> <br />Mr. Lai stated that when he worked for Edwardsville, IL, Southern Illinois University in <br />Edwardsville (SIUE) had a special census and the City of Edwardsville was making sure to count <br />new dorms. <br /> <br />Ms. Felton stated that if the lot ended up as condos and Washington University bought them it <br />would be a tax loss. <br /> <br />Mr. Senturia stated it was clear it was not just parking that was an issue, it was traffic. <br />*Mr. Senturia read his points from the write-up he distributed: <br /> <br />2.The report be approved as an amendment to the existing 2005 Comprehensive Plan. <br />3.The Plan Commission endorses the consultants call for more density and parking. To that end, <br />we recommend a parking study focused on sufficiency and security of existing parking in <br />University City and on a review of existing studies or experience with security problems and <br />solutions regarding parking facilities. The Plan Commission recommends undertaking this study <br />during the initial stages of the 2013 comprehensive planning process. <br />4.The Plan Commission wants to be clear that all options for expanded density and parking will <br />be explored during the 2013 planning process, including those raised by the City, LSBD, and <br />community, during the vetting of the Parkview Gardens Plan.
