<br />After brief discussion, the following appointments were made: <br /> <br />The Code Review Committee will include Deidre Lewis, Nova Felton, and Lisa Greening. <br /> <br />The Comprehensive Plan Committee will include Linda Locke, Cirri Moran, and Ben Senturia. <br />Mr. Halpert stated he would like to move forward with the Comprehensive Plan Update and <br />asked that conversations begin with staff regarding the process; perhaps as a discussion item at <br />the next meeting. <br /> <br />Mr. Senturia stated it would be important to know what the role of the Comprehensive Plan <br />Committee members would be. <br /> <br />Mr. Halpert concurred, as well as reviewing the role and authority granted in the City Charter <br />and Municipal Code. He added the he was not opposed to helping on both committees as <br />needed. <br /> <br />Mr. Halpert stated there were no committee reports. <br /> <br />Council Liaison Report <br />Ms. Carr stated that the Fiscal Year 2013 budget passed unanimously. In the budget was an <br />$80,000 request from Ms. Riganti for the Comprehensive Plan. She stated this was an <br />opportunity for a consultant to assist in preparation of the Plan; the City Charter grants authority <br />to the Plan Commission to develop the Plan and present it. She stated that a way forward will <br />depend on what the Plan Commission members want and that staff can make suggestions and is <br />there to aid the Plan Commission. Ms. Carr stated there could also be an advisory committee as <br />suggested by Ms. Riganti; the Plan Commission must decide what will work best. She added she <br />was sure staff would be willing to assist in any way possible. Ms. Carr also stated that she <br />pass some legislation; she asked that the legislation be postponed because the community had not <br />heard much about the plan. She also asked that the Task Force make community outreach. She <br />stated they wanted to adopt an ordinance for complete and livable streets policy but Council did <br />not have a chance to go through the financial implications for financing streets and sidewalks. <br />She stated that the Bike and Walkability Plan may or may not be a part of the Comprehensive <br />Plan, but the request was premature and would like to see community involvement in the plans <br />and process. <br /> <br />Ms. Locke stated she attended the EPA Sustainable Land Use Code Audit last week and that it <br />was an interesting conversation covering obstacles in zoning codes that may prevent <br />sustainability. She added that there were many good ideas shared and examples presented from <br />other communities and commended staff for putting it together. <br /> <br />Ms. Carr asked staff if the Draft Parkview Gardens Plan is approved by Plan Commission and if <br />that was as far as it goes. She asked if it comes to City Council. <br /> <br />Ms. Riganti stated that according to State Statute, the Plan Commission adopts the Plan; it was <br />done this way for a variety of reasons.
