<br />Ms. Carr asked if that was the case for the Parkview Gardens Plan. <br /> <br />Ms. Riganti stated that the Parkview Gardens Plan would be adopted as an amendment to the <br />Comprehensive Plan, going through the same adoption process as the Comprehensive Plan. She <br />stated that whether it be the Parkview Gardens Plan, or the Bike and Walk Plan, it would be <br />requested that the City Council endorse the Plan via resolution. <br /> <br />Ms. Carr stated that several members of the Council are not in favor of a plan to change the <br />parking lot to condos or structured parking. <br /> <br />Mr. Halpert asked for a copy of the State Statute. <br /> <br />Ms. Riganti stated it was in Chapter 89.340 of the Revised Statutes of Missouri. She stated that <br />the legal opinion is that this is how it is done. <br /> <br />Mr. Senturia asked if approval of the Comprehensive Plan goes to City Council. <br /> <br />Ms. Carr stated she would like to do more research regarding the last Comprehensive Plan <br />adoption process and that Council would not be happy to hear that they have no say. <br /> <br />Ms. Riganti stated that in 2005, the Plan Commission adopted the Comprehensive Plan Update <br />and City Council prepared a resolution; there were some portions the City Council did not <br />support. A resolution was prepared by City Council specifying the changes and requesting that <br />certain provisions go back to the Plan Commission for review; amendments were made and sent <br />back to City Council for final endorsement. <br /> <br />Mr. Senturia asked if it was sent back to Council for their endorsement. <br /> <br />Ms. Riganti confirmed it was and approved via resolution. <br /> <br />Ms. Felton asked about adopting the Plan as presented if the Plan Commission disagrees with the <br />Plan as presented. <br /> <br />Ms. Riganti stated there were a number of ways it can be addressed and proposed a study session <br />with the Plan Commission and staff to address and respond to comment <br />meeting, to answer questions regarding process, elements of the process, and how to move <br />forward with adoption, postponement, or refinement. <br /> <br />Ms. Felton stated that Mr. Wald mentioned the consultants were willing to take the parking lot <br />plan out. <br /> <br />Ms. Riganti stated there was a lot of misinformation and inaccuracies presented and staff would <br />appreciate an opportunity to address them at a separate meeting and would propose a study <br />session. <br /> <br />Mr. Halpert stated he did not mind a study session before the July 25 meeting and would like for <br />Plan Commission members to have a good idea of where they stand.
