<br />Plan Commission members asked if Washington University was aware of the proposed <br />conditions of approval and if they were in compliance. <br /> <br />Staff stated that the conditions had been sent to the applicant. <br /> <br />Mr. Tao was re-introduced to elaborate on the proposed conditions. Mr. Tao asked for <br />clarification about several conditions listed in Attachment B of the Staff Report. <br /> <br />Mr. Tao and staff members discussed revisions to several of the conditions listed in Attachment <br />B of the Staff Report. <br /> <br />Mr. Halpert stated that separate action was required for the Map Amendment request and for the <br />Preliminary Development Plan. He asked for a motion pertaining to the Map Amendment. <br /> <br />Mr. Senturia made a motion to approve the proposed map amendment to rezone 3.5 acres from <br />CC Commercial District and HR High Density Residential District to PD-M Planned <br />Development Mixed Use District. The motion was seconded by Ms. Locke. The motion was <br />approved unanimously. <br /> <br />Mr. Halpert asked for a motion on Preliminary Development Plan. <br /> <br />Mr. Senturia made a motion to approve the Preliminary Development Plan with the conditions in <br />Attachment B of the Staff Report as amended. The motion was seconded by Ms. Locke. The <br />motion was approved unanimously. <br /> <br />Mr. Halpert asked when the items would be brought before City Council. <br /> <br />Mr. Lai stated it would be at the September 10 City Council meeting at which time a public <br />hearing would be held as required. <br /> <br /> <br />Text Amendment: Proposed 8-month extension of JDO Joint Development Zoning <br />Overlay <br /> <br />Mr. Lai provided background information. He stated that the Joint Redevelopment <br />Implementation Committee (JRIC) had been formed with both Cities (Olivette and University <br />City) and they had been working on a draft Intergovernmental Agreement. He stated it had not <br />yet been finalized by the Committee and would eventually involve the creation of a permanent <br />overlay. He stated that University City had not been experiencing development pressure such as <br />Olivette and that the JDO is sufficient for now. Mr. Lai stated that staff was asking for a <br />recommendation on the 8-month extension which would then require a public hearing at City <br />Council. Mr. Lai added that a Code Review Committee meeting was scheduled and staff had <br />heard from all members in support of the proposed extension. <br /> <br />tm;  šE  <br /> <br /> <br />
