<br />Ms. Locke made a motion to approve the ordinance amendment for an 8-month extension of the <br />JDO Joint Development Zoning Overlay. The motion was seconded by Mr. Senturia. The <br />motion was approved unanimously. <br /> <br /> <br />Draft Parkview Gardens Neighborhood Sustainable Development Plan <br /> <br />Mr. Halpert stated that there was a memo in the agenda packet regarding H3 Studio and the <br />scope of services stating that the Plan Commission was to consider the options for a way <br /> <br /> <br />Council who would make the decision. <br /> <br />Mr. Lai stated that there were three options in the material distributed. He stated that if there <br />were any additional options the Plan Commission could think of, staff would be open to discuss <br />them. He stated that staff recommended Option 3 as presented in the material. <br /> <br />Questions/Comments from the Plan Commission members and responses included: <br /> <br /> <br />-Does the City have to find a way to pay for the extra funds? Ms. Riganti: Yes. <br /> <br /> <br />-It was stated that the next time a Plan was prepared, the money should not all be spent <br />prior to completion. <br /> <br />Ms. Riganti stated that when the budget was developed, major milestones had been outlined and <br />contingencies built in. She stated that changes recommended by the Plan Commission as a result <br />of late comments were unanticipated and the contingency funds were exceeded. She stated that <br />they could work with City Council to identify other funding sources and that the Plan <br />Commission was being asked to recommend a way forward. <br /> <br /> <br />-Was there no money set aside in the contract to cover proposed changes? Ms. Riganti <br />stated there was and that the consultants were asked to do things outside of the original <br />scope including additional meetings and presentations which were unanticipated <br />expenditures that exceeded the contingency funds; the Plan Commission has to determine <br />the best way forward. <br /> <br />Mr. Lai added that the original work plan included two rounds of revisions but additional work <br />was required. He added that extensive public engagement was also built into the work plan. <br /> <br />Mr. Halpert stated that he encouraged staff to pursue a finite number for the consultants rather <br />than an hourly rate. He stated that his opinion was to elect Option 3. <br /> <br />Plan Commission members discussed some other options for revising the Plan <br /> <br />tm;  šE  <br /> <br /> <br />
