H. CITIZEN PARTICIPATION (Total of 15 minutes allowed)
Mr. John Cross, 6847 Raymond
Mr. Cross expressed his concern regarding’ complaints from Third Ward residents not
being addressed. He mentioned a car hitting a lamp post and part of the light was left on
the sidewalk, which is no one has come to clean up the mess. He said a blind man
tripped over the light that was still on the sidewalk. Mr. Cross asked why this dangerous
situation had not been taken care of. He said that there are a lot of senior citizens and
disabled people in that area and he requested better treatment and response to
situations in the Third Ward.

Mr. Gregory Pace, 7171 Westmoreland
Mr. Pace stated he had three comments regarding the last Regular Council Meeting. He
said, Ms. Carr stated that Federal stats showed violent crime to be up 17% nationally and
implied that Mr. Kraft’s previously stated data might be out of date, but provided zero
data to support such a claim. Mr. Pace stated Federal stats were not needed when local
stats were available. He said that it was akin to pointing to census data that showed the
population of the US increasing and concluding that University City should adjust their
services for a growing population. Mr. Pace commented on Ms. Carr implying that the
resolution to sweep private streets was political in nature, but again offered nothing to
back-up her accusation. Mr. Pace quoted an email written to him from Ms. Carr that
stated, “You may certainly make observations about my actions, but you are
overreaching and arrogant to tell me what I intended.”. He said Ms. Carr had no problem
with impugning the motives and intentions of Mr. McCarthy, Councilman Glickert, and
Councilman Kraft, but considered it overreaching and arrogant when she finds herself on
the receiving end. Mr. Pace also commented that members of the traffic commission
essentially accused Ms. Carr of conduct unbecoming of a councilperson. He quoted a
few quotes from Ms. Carr’s candidate website which stated that she would provide truth,
transparency and accountability. He further mentioned Ms. Carr’s other website,
UCityCitizen which has been helpful in establishing truth, transparency and
accountability. Mr. Pace noted that one of many things that Ms. Carr had published
therein, was a set of assumed private emails between Mr. Walker and various U City
Citizens when Mr. Walker worked in Illinois. He stated that Ms. Carr shines her light in
many diverse directions. Mr. Pace stated that Ms. Carr had the audio from the
contentious Traffic Commission meeting because she played a small clip of it at the last
Council meeting, but stated she had not published this recording on her website like she
had with other Board and Commission meetings she regularly attends. He said Ms.
Carr’s talk about open, transparent, accountable government is nothing but talk. Mr.
Pace said it seemed Ms. Carr wished to shine the light as long as she can hide in the
shadow. A complete copy of Mr. Pace’s comments can be found at the end of these
minutes.

Ms. Elsie Glickert, 6712 Etzel
Ms. Glickert reiterated her questions from last Council meeting, in which she asked if the
Loop Trolley Company was anticipating University City as one of the institutions funding
the Loop Trolley and who were the others. Ms. Glickert said she received a letter from
the Public Works Director stating that Washington University pledged $100,000 and that
the Trolley could travel outside the Transit Development District (TDD) boundary. She
said then there is no reason why the Trolley cannot turn on Leland, to Loop north, to
2
