<br />Kingsland and back east on Delmar, just as it did when it was a legitimate form of <br />transportation. Ms. Glickert said it could be a single track for the three blocks of the <br />Loop, a double track east of Skinker and still be within the 2.2-mile boundary. She said <br />the letter also addressed the $50,000 provided by the Council for a feasibility study, <br />which was never conducted and the $250,000 from Local Option Economic Development <br />Funds, which is considered University City money. <br /> <br /> Ms. Glickert suggested that the Council should consider a new category at City Council <br />meetings called the “Answer Section” that would address questions posed by citizens on <br />various subjects. Ms. Glickert requested that the letter sent to her become part of the <br />Council minutes. A complete copy of Ms. Glickert’s comments can be found at the end of <br />these minutes. <br /> <br />J. CONSENT AGENDA <br /> None <br /> <br />K. CITY MANAGER’S REPORT <br /> <br />Mr. Walker acknowledged Mr. Mark Barnes and the cub-scout troop from Wolf Den Cub <br />Pack #113 from Jackson Park Elementary School, who came to observe the City <br />Council Government in action. Mr. Walker presented the pack with gifts on behalf of the <br />City Council and staff. Mr. Barnes thanked the City Council for allowing the group the <br />opportunity to be a part of the Council meeting. <br /> <br />Mr. Walker announced that the Fire Chief, Don Miner, would be retiring after 32 years of <br />service with University City Fire Department. Mr. Walker acknowledged Mr. Miner’s <br />significant contribution during his years of service with University City <br /> <br />1. Administrative Annual Report. Mr. Walker stated that the Administrative Annual <br />Report was previously given to Council and if there were any questions regarding <br />the report, to please direct them to his attention. The report is for informational <br />purposes only and did not require a vote from Council. <br /> <br />2. Emergency Operations Plan. Mr. Walker stated that given the recent events on the <br />East Coast, he included in the Council’s packet the University City’s most recent <br />Emergency Operations Plan. He stated bound copies were available and each <br />City department has a copy. Mr. Walker noted that the Fire Department would be <br />responsible for its administration. <br /> <br />Mr. Price asked if the issue with the power supply for communications for the Fire <br />and Police department has been taken care of, in regard to redundancy. <br /> <br />Mr. Walker said yes, stating it was included in the information that was previously <br />provided to the Council. <br /> <br />3. Annual Order of Side Load Trash Containers. The staff recommended the <br />approval to accept the lowest responsive bid submitted by Downing Sales and <br />Service, Inc. for $42,864.00. <br /> <br />Mr. Price moved to approve contract with the lowest responsive bid submitted by <br />3 <br /> <br /> <br />
