prevention and awareness, not the Council voting for Brighton to do so. He
suggested changing the motion to fit the right form of government.

Mr. Price Called for the Question.

Mayor Welsch said the Question had been called.

Mr. Kraft called a Point of Order because he felt that Mr. Price asked for
something that was not legal.

Mr. Crow asked Mr. Price if he would be receptive to an amendment that would
not ask the City Manager but would direct the City Manager to have Brighton
work on a communication and marketing strategy. He said this would probably
be more appropriate and garner more support.

Mr. Price agreed.

Mr. Crow requested the City Clerk to amend the first part of the motion to read,
“Mr. Price moved to direct the City Manager to work with Brighton to develop a
communication and marketing strategy regarding crime prevention and
awareness including the police focus groups, police academy and community
forums.

Mr. Kraft stated as Point of Information that the Call for Question can happen,
but all should have the opportunity to weigh in on the subject at hand. He
stated that he liked the idea of Brighton working with the City regarding crime
prevention and awareness but expressed his concern with the additional
workload it would give to Brighton.

Mayor Welsch stated she would abstain from voting on this subject. She said
Council has directed Mr. Walker to work with Brighton and she would like to
hear from Mr. Walker regarding the details of what they are doing now and felt
there should not be a vote before discussing it with Mr. Walker.

Mr. Kraft stated for Point of Information for the City Clerk to repeat the motion
made to make sure of what they were voting on. The City Clerk repeated the
motion.

Mr. Price asked the City Manager if he understood the direction of the motion.

Mr. Walker said yes and that he would report to Council later on any budget
implications because Brighton has been asked to do a great deal of work over
the next several months. He also reminded Council that they did approve a
budget and this new request will probably have some budget implications
associated with it.

Mr. Price said that would be fine.

13
