He said he did not <br />recall the group getting back together to discuss it was over. <br /> <br />Mr. Walker stated that the only outstanding issue with respect to this item, after <br />consultation with the City Attorney was the price offered for a particular use, which <br />the developer had withdrawn. He questioned why this discussion has continued. <br /> <br />Mr. Crow said because he was still under the impression that this was still a <br />confidential matter and between the City Attorney and the City Manager, they <br />made a decision that it was not confidential and shared that information with a only <br />a few members of Council and not all seven. He said some Councilmembers <br />came to this meeting wondering why it was made public because it was new <br />information to them. He asked the City Manager and Director of Community <br />Development if in their professional careers, they ever had this situation happen <br />before where they have brought a contract into a public sector to have the Council <br />take a vote. Mr. Crow found this incredulous that one found it was okay because it <br />was within their power. <br /> <br />Mr. Price asked Mayor Welsch if the Council was saying that if a developer comes <br />to Council; they will now negotiate in public. <br /> <br />Mayor Welsch stated that she would not respond to that question because this <br />was not what the issue was and preferred not to get into hypotheticals. She said <br />Mr. Walker was not asking the Council to negotiate. She said he was asking us to <br />approve a contract based on the direction of the majority of the previous Council. <br /> <br />Mr. Price said the previous Council did not direct anything, but the issue to be <br />looked into, not closure. <br /> <br />Mayor Welsch reiterated her statement of not responding to that question. She <br />stated that the City Manager chose to put an item on the agenda and then chose <br />to remove the item from the agenda because the offer was withdrawn. She stated <br />she would not go into any further discussion on the matter. <br /> <br />Mr. Price said Mayor Welsch made a statement that the Council brought this to an <br />end. Mayor Welsch stated those were not the words she used, but the words Mr. <br />Price used. Mr. Price asked which words Mayor Welsch used. <br /> <br />Mayor Welsch stated she referred to the meeting that Ms. Riganti referred to with <br />the previous Council directing the City Manager to move forward and that was all <br />she was going to say on it. She said if Mr. Price wanted to keep asking, that is <br />fine, but she would not respond. <br /> <br />Mayor Welsch stated she would like to give the floor to Ms. Carr for her comments <br />and finish the rest of the agenda so this Council can go home. <br /> <br />Ms. Carr said she had a similar question because in the last real estate issue that <br />was discussed, the Council voted on a sale as well and that went into closed <br />session. She said she was confused also about when it can or cannot be in an <br />21 <br /> <br /> <br />
