She said she understood that it was withdrawn because <br />the offer was withdrawn, but wanted to know the difference between this sale and <br />the last sale. <br /> <br />Mayor Welsch stated that she thought the last sale should have been in open <br />session also. She believed as Mr. Kraft stated that one should err towards <br />openness. She said the Sunshine Law does not cover this so it should be in open <br />session. She said there were many sales done in closed session and believed <br />Council should be doing better about being more open than what was done in the <br />past. <br /> <br />Ms. Carr agreed a little with Mayor Welsch’s statement and she said there were <br />many things that should have been in open session or documents that should <br />have been made available, but were in terms of operational. She noted for her to <br />do the best possible job, she needed to know when these if issues would be in a <br />closed or open session. She also said Councilmember Crow was right because <br />Council did not come back together to talk about this. She requested some type of <br />an operational guide. <br /> <br />Mr. Price said if you looked at this logically, if the buyer was there in public today <br />at the meeting, he did not think this person would come back again because they <br />would have stood there while Council would have had to go through every detail of <br />what they were trying to do that we didn’t know about . Mr. Price said if we could <br />not come to an agreement on that property then said the City needed to get some <br />people in the City that can make this move. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br /> <br />1. BILL 9169 <br />– An ordinance to authorize the City Manager to execute a contact between <br />the City of University City and the Missouri Highway and Transportation Commission <br />providing for the installation of bike land striping and signage on Canton Avenue, Old <br /> <br />Bonhomme Road and Jackson Avenue. <br /> <br />Mr. Glickert moved for approval and was seconded by Mr. Crow. <br /> <br />Roll call vote was: <br />Ayes: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe <br /> Mayor Welsch <br />Nays: <br /> <br />Bill 9169 carried unanimously and became Ordinance 6902. <br /> <br />2. BILL 9170 <br /> - An ordinance to authorize the City Manager to execute a contract between <br />the City of University City and the Missouri Highway and Transportation Commission <br />providing for the replacement of the street bridge on Chamberlain Avenue over branch of <br /> <br />River des Peres. <br /> <br />Mr. Sharpe moved for approval and was seconded by Mr. Glickert. <br />22 <br /> <br /> <br />
