Ms. Carr stated she did not appreciate being talked down to. She asked to compare the <br />2009 Resolution to the Great Streets resolution in the packet, noting there is a vast <br />difference. She said the Great Streets resolution going to the City Council, was created <br />by this task force that was formed by the mayor and consisted of only some appointees <br />from other councilmembers. The task force was given a charge by the Mayor without any <br />other Councilmember weighing in on it. Ms. Carr said this task force worked with the City <br />staff, costing the City $4,000 in preparing this ordinance. She did not believe it was a good <br />resolution not because of the content but because of the mechanics and technicalities. <br />She compared the complete street ordinance stating that it said “the City Council declares <br />its intention to adopt a subsequent Complete/Livable Streets ordinance and hereby <br />requests a task force to work with the City staff to develop a draft of said ordinance by no <br />later than April 1, 2013,” compared to sustainability resolution stating “analyze its street <br />lighting--------------and within 18 months the City shall revise its Building & Zoning codes to <br />align with sustainable design construction and operating best practices. Be it further <br />resolved that the City should adopt a community sustainability plan as soon as <br />practicable.” Ms. Carr noted this resolution was the carrot making it desirable and the <br />Great Streets resolution was the stick. She did not feel Council could obligate the City to <br />expenditures while Mr. Wilson said it would be considered on a case by case basis. Ms. <br />Carr said in section 3 of the ordinance presented there were no cans and mays but rather <br />must, shall and will, which meant the City would be obligated to do these things on a plan <br />yet to be developed by Mr. Wilson. Ms. Carr noted she can’t talk to Mr. Wilson unless she <br />asked the City Manager’s permission to do so. She would not transfer the authority to <br />decide how the money would be spent, which should happen in budget discussions. In <br />spite of the disingenuous attack, she liked the bike plan and should consider all these <br />instances when Council is developing U City. Ms. Carr said that residents in U City can’t <br />be asked to walk to stores and carry their groceries home as all stores are not in close <br />proximity. Ms. Carr said it was Council’s fiduciary responsibility how to attract people to U <br />City and keep them here. She noted you can’t do this by telling them we don’t like cars. <br /> <br />Mr. Price said his question was on funding. He said by law, the City is obligated to do <br />those things required by federal law but said this has nothing to do with that. He <br />questioned section 3 (3) “the City will incorporate complete street principles into all public <br />strategic plans.-------The principle shall be incorporated into appropriate materials and <br />resources as soon as possible, but no later than two years after the adoption of this <br />policy.” He said that meant the mechanism will be in place for this to take place. Item 5 <br />under section 3, “The City recognizes Complete Streets may be achieved through single <br />elements incorporated into a particular project or incrementally in series of smaller <br />improvements or maintenance activities over time.” Mr. Price said this sentence was the <br />funding. If the City would draw up possible funding sources to plan and implement this <br />policy, and investigate grants that may be available for economically, to make it more <br />feasible. Mr. Price said he did not know how Council could obligate the total public for <br />something they were not familiar with, when the day-to-day street maintenance was not <br />being fully funded. <br /> <br />Mr. Sharpe said he might have some concern about some of the wording but thought the <br />committee did an outstanding job making this presentation. <br /> <br />Mayor Welsch said to Ms Carr for the record that every member of Council had appointed <br />people to this task force. She said Complete Streets is a question of equity. Complete <br />Streets in no way says that we don’t want cars in our community but rather says U City <br />4 <br /> <br /> <br />
