welcomes people in cars, on foot, on bicycles and in wheel chairs. Ms. Welsch stated that <br />she is distressed when she sees a woman in a wheel chair driving down Loop South <br />because of inaccessible sidewalks. She asked why Council was questioning an ordinance <br />that had not been written yet, and has not been presented to Council. She said if the <br />ordinance presented in the future says incorporate the principles that mean the principles <br />will be on the books. Mayor Welsch noted that developers of new projects on Olive must <br />follow the design guidelines - they do not have an option. Complete Streets will provide <br />them with an option <br /> <br />Mr. Price said he was not against this but the issue becomes the language that obligates <br />funding. <br /> <br />Ms. Hanly asked to clarify that there was exclusion for routine maintenance – when routine <br />maintenance is done the City would not be required to follow complete street principles. <br />She said accepting Complete Streets would make the City more competitive and improve <br />our ability to obtain grants. She pointed out that section 3.2. states the City will strive <br />when practical and economically feasible to create a comprehensive connected <br />transportation network. Ms. Hanly noted that the wording in this proposal repeatedly <br />acknowledges an economic limitation. <br /> <br />Mr. Price asked Mr. Sharpe how they could come to an agreeable resolution. <br /> <br />Mr. Sharpe stated it was possible to do so, with some slight adjustment of some wording <br />but this can be worked out. <br /> <br />Mr. Price asked the Mayor if the wording could be revisited by City staff. <br /> <br />The Mayor suggested that members of Council who have concerns with specific wording in <br />the resolution share these concerns with Mr. Walker. He can work with staff to ensure <br />those concerns are considered when the resolution is revised. This resolution refers to an <br />ordinance that will be drafted and come to Council next April. The presentation tonight is <br />for a resolution asking staff to move forward to create that ordinance. <br /> <br />Mr. Price asked staff to check with other cities to see why they chose resolution over <br />ordinance. <br /> <br />Ms. Carr said she would like to see a resolution much like the sustainability resolution that <br />does not mandate an ordinance and the tenets of that be incorporated into the City Plan <br />and that the zoning code and the traffic code then be changed to comply with it. <br /> <br /> <br /> <br />Mr. Price asked, “I just need to clarify from the chair, if I am in a study session and I get <br />upset and just leave is that okay. So study sessions don’t matter, does just the Council <br />meeting.” <br /> <br />Mayor Welsch said, “I acknowledged his leaving.
