The two main improvements are the construction of a Roundabout and the <br />construction of a streetcar system (Trolley) within the cities of University City and St. <br />Louis. <br />The highlights of the presentation were as follows: <br /> <br /> In order to establish the Roundabout approach from the west, traffic configuration on <br />Delmar Blvd west of the Lions monument/Trinity Ave will be changed from two <br />eastbound lanes to one. <br /> <br /> Along the Trolley alignment in the Delmar Loop, the main change in traffic configuration <br />is the elimination of the center turn lane that will become part of the joint travel lanes for <br />the Trolley and all other vehicular traffic. The center turn lane will remain as left turn <br />storage at some intersections. <br /> <br /> Sgt. Mike King Drive Traffic Signal is proposed to be removed. <br /> <br /> The Roundabout is designed to slow down traffic and improve traffic flow, especially for <br />access to Delmar Blvd from the intersecting streets. <br /> <br /> Parking on Delmar Blvd and Trinity Ave intersection is highly impacted by the <br />construction of the Roundabout; however, the relocation of the Fire Department to a new <br />location will relieve the parking demand. A Parking study is necessary to determine <br />exactly the location of available parking for the Police Department and City Hall <br />employees. <br /> <br /> Other parking spaces will be lost at the Trolley stops and some spaces will be added on <br />the south side of Delmar near Sgt. Mike King Dr. <br /> <br /> Due to the construction of the Roundabout, 25 parking spaces will be eliminated and 14 <br />spaces added, with a net loss of 11 parking spaces. <br /> <br /> On Delmar Blvd at the Leland Avenue Trolley stop there will be 4 parking spaces <br />eliminated and at the Limit Avenue Trolley stop there will be 4 parking spaces eliminated. <br /> <br /> For the overall project including the Roundabout and the Trolley, the total number of <br />parking spaces eliminated is 33; parking spaces created is 14; for a total net loss of 19. <br /> <br /> No additional parking beyond 14 listed above will be created as part of this project. <br />However the length of the on-street parking spaces can be slightly reduced to create <br />additional parking spaces. Additional striping to delineate the extents of the reduced- <br />length parking spaces will be necessary. <br /> <br /> The operation of the Trolley is proposed from 11:00 a.m. to 6:00 p.m. Sunday through <br />Thursday, and from 11:00 a.m. to 1:00 a.m. on Friday and Saturday. <br /> <br /> A Level of Service analysis defines how a street or an intersection functions, and uses a <br />rating system of A to F; “A” being the best functionality with the least amount of <br />congestion and delays. No accidents are incorporated in the analysis. <br /> <br /> The analysis shows that the Level of Service at Sgt. Mike King – Delmar intersection - <br />southbound left turn at peak hour will be F. The alternative to avoid this left turn and the <br />unacceptable level of delay is to do a right turn and go around the roundabout to proceed <br />eastbound on Delmar Blvd. <br /> <br /> The traffic signal at Kingsland Ave – Delmar Blvd intersection will be pre-empted to allow <br />the Trolley to cross over the centerline of Delmar Blvd where the single track from the <br />Library stop (west terminus) converts to double track. When this eastbound movement is <br />necessary, the traffic signal at this intersection will indicate red for all the travel ways, <br />and the Trolley will then proceed through the intersection. <br />Traffic Commission Minutes – November 14, 2012 Page 2 <br /> <br />
