<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br /> <br /> Officer Margul inquired about the other vehicular traffic passing the Trolley at the stops. <br /> <br /> The layover at the Library stop will be about 3 minutes for the Trolley system to operate <br />on a 20-minute headway. If there is a major activity on the west end of the Loop, a <br />second car will be stored on the auxiliary track to the west of the stop in front of the <br />library. <br /> <br /> Pedestrians and wheelchairs will use the new sidewalks and crosswalks that will be <br />constructed as part of the project. No speed tables or raised crosswalks are anticipated. <br />No answer was given to the question where bicycles will ride. <br /> <br /> The Roundabout is designed to have a Speed Limit of 15 miles per hour, which will <br />increase safety at this location by slowing down traffic. <br /> <br /> Currently the deliveries for some of the businesses are on the center lane of Delmar. The <br />future delivery operation is still uncertain. It is suggested that the deliveries are <br />completed before 11:00 a.m. No parking zones could be implemented for certain time <br />windows “except for deliveries” on Delmar. <br /> <br /> A parking study has not yet been completed to understand the impact on the additional <br />parking demand that the Trolley users will generate. <br /> <br /> St. Louis County has not officially approved the change from two-lanes to one-lane to the <br />west of the Lion monuments. <br /> <br /> Right turn on red after stopping will be allowed southbound on Kingsland Ave at Delmar <br />Blvd. <br /> <br /> Historic Preservation Commission is currently reviewing this project. <br /> <br />Commissioner Henderson suggested a public hearing to obtain more public input about <br />this project. Commissioner Brot stated that there is no need for more public meetings as <br />many have taken place. Commissioner Womack stated that plans shown to the Traffic <br />Commission can be implemented and if a change is necessary in the future, he is positive <br />that proper action will be taken. Commissioner Blalock is concerned about safety. <br />Commissioner Wofsey asked how many public hearings have taken place. Mr. Nittler <br />answered two or more. Commissioner Brot made a motion to approve the traffic request <br />brought before the Traffic Commission, one being the construction of the roundabout and <br />another the alleviation of the parking loss, motion was seconded by Commissioner <br />Womack and he added that there will be adjustments that will be necessary after <br />construction. Ms. Gutierrez explained that the City Staff has not provided a <br />recommendation since there are still some outstanding questions that need to be <br />answered. These issues are a part of the scope of the Traffic and Parking Study the City <br />would like performed. Also, a proposed language to amend the Traffic Code in regards to <br />Street Cars and its safe operation, i.e. no passing zones, loading zones, is still <br />outstanding. The motion was withdrawn by Commissioner Brot in order to consider a Staff <br />report and recommendation when it is available. <br /> <br />3. University Drive between Jackson Ave and Hanley Road. <br /> <br />Per the request of Ms. Nikoleta Kolovos (requestor), resident at 7448 University Drive, this <br />item was postponed until the next meeting. <br /> <br />4.
