<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br /> <br />Commissioner Henderson presented this traffic request form to install stop signs on <br />Jackson Ave at Cornell or near the new crosswalk. Mr. Ed Schmidt explained the history <br />of the installation of the stop sign that was previously at this location. Mr. Schmidt is <br />concerned about pedestrian safety and would like to see that something is done to slow <br />down traffic. <br /> <br />Commissioner Henderson explained that in June of 2012, the Traffic Commission <br />amended the University City Municipal Code, Section 10.36.090 – Stop intersections— <br />Vehicles to stop at certain intersections, to eliminate the southern leg of Cornell location as <br />a Stop intersection. Along with the removal of the set of the Stop signs, the pedestrian <br />crosswalk striping at this crossing location was also removed. <br /> <br />Ms. Gutierrez explained the Public Works and Parks Department recommendation to <br />install a sign with the wording “Stop Here for Pedestrians Signs” at the newly installed <br />crosswalk on Jackson at the northern leg of Cornell Avenue based on the Manual on <br />Uniform Traffic Control Devices (MUTCD), document that the City adopted by resolution <br />as the national standard for installation of traffic control devices. Adding a stop location for <br />pedestrians will have to be presented to the Council for approval, as the Municipal Code <br />will have to be amended. <br /> <br />In addition to that the recommended “Stop Here for Pedestrians” signage, the speed limit <br />signs have been reviewed and relocated to be consistent with the School Zones of the <br />area and the signs have been standardized. Furthermore, the section of Jackson Ave that <br />has a speed limit of 25 MPH, could be changed to 20 MPH to standardize the speed limit <br />and simplify enforcement. <br /> <br />Officer Margul provided the following information and recommendation regarding the area: <br />- Speed Trailer was located at the crosswalk on Jackson Avenue at the crosswalk. <br />Additionally Officer Margul monitored the area and observed that in average, six (6) <br />of ten (10) vehicles stopped at the crosswalk. <br />- Speeding was observed due to the downhill grade of Jackson Avenue. <br />- In-street Pedestrian crosswalk signs can be effective to regulate speed; similar to <br />the one installed on Delmar Blvd east of Skinker Ave. <br />- No accidents were reported in the last three years. <br />- Undercover officer crosswalk enforcement program can add this location to the list <br />to enhance enforcement. <br /> <br />Mr. Schmidt agreed with the recommendation to standardize the speed limit on Jackson <br />Avenue and also recommended additional crosswalks on Jackson Avenue. <br /> <br />Ms. Gutierrez recommended that the speed limit be standardized to 20 MPH and to add a <br />crosswalk sign that reads: “Stop Here for Pedestrians within crosswalk” <br /> <br />Commissioner Wofsey made a motion to have a speed limit of 20 miles per hour on <br />Jackson Avenue from Delmar Blvd to Jackson Park Elementary School (Balson Ave) and <br />that the Public Work and Parks Department work with the resident to install additional <br />Traffic Commission Minutes – November 14, 2012 Page 4 <br /> <br />
