Session 1761 July 26, 1999 4. A bill was introduced by Mr. Munkel, entitled: AN ORDINANCE ESTABLISHING AN ADDITIONAL TAX FOR THE PARKVIEW GARDENS SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX ON THE REAL PROPERTY FOR THE FISCAL YEAR 1999-2000 SHALL BE EIGHTY-FIVE CENTS ($.85) PER ONE HUNDRED DOLLARS ($100.00) ASSESSED VALUATION. The bill was given its first reading and assigned #8435. 5. A bill was introduced by Mr. Lieberman, entitled: AN ORDINANCE AMENDING CHAPTER 9.08 OF THE CITY'S MUNICIPAL CODE, RELATING TO OFFENSES AGAINST PUBLIC PEACE AND DECENCY, BY ENACTING THEREIN A NEW SECTION TO BE KNOWN AS "SECTION 9.08.250 HATE CRIMES;" CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. The bill was given its first reading and assigned #8436 EMERGENCY BILLS: 1. A bill was introduced by Ms. Colquirt, entitled: AN ORDINANCE LEVYING AND IMPOSING ANNUALLY FOR THE REPAIR OF LATERAL SEWER LINES ON RESIDENTIAL PROPERTY HAVING SIX OR LESS DWELLING UNITS A FEE OF TWENTY-EIGHT DOLLARS ($28.00) PER YEAR; CONTAINING AN EMERGENCY CLAUSE. Mr. Rose stated that the voters already approved this levy in April of this year. The County needs this ordinance in order to do the collection, which will be on their September property tax bill. Mr. Lieberman reminded Mr. Rose that some time back the Council had asked if the City could find an insurance company that could insure us if we go over the trust fund and he had understood that there were not any insurance companies that were willing to take the risk. Mr. Rose responded that the City's insurance agent had instructed them that during the first year of the program a budget should be developed that would indicate funding and expenditure levels in order to establish a history. The experience is what insurance companies will ultimately look at. At this point, without a history, there is no insurance company that is willing to provide us with coverage, including re- insurance company. 7
