Session 1761 <br />July 26, 1999 <br /> <br />4. A bill was introduced by Mr. Munkel, entitled: <br /> <br />AN ORDINANCE ESTABLISHING AN ADDITIONAL TAX FOR THE PARKVIEW <br />GARDENS SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX <br />ON THE REAL PROPERTY FOR THE FISCAL YEAR 1999-2000 SHALL BE <br />EIGHTY-FIVE CENTS ($.85) PER ONE HUNDRED DOLLARS ($100.00) <br />ASSESSED VALUATION. <br /> <br />The bill was given its first reading and assigned #8435. <br /> <br />5. A bill was introduced by Mr. Lieberman, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 9.08 OF THE CITY'S MUNICIPAL <br />CODE, RELATING TO OFFENSES AGAINST PUBLIC PEACE AND DECENCY, <br />BY ENACTING THEREIN A NEW SECTION TO BE KNOWN AS "SECTION <br />9.08.250 HATE CRIMES;" CONTAINING A SAVING CLAUSE AND PROVIDING <br />A PENALTY. <br /> <br />The bill was given its first reading and assigned #8436 <br /> <br />EMERGENCY BILLS: <br /> <br />1. A bill was introduced by Ms. Colquirt, entitled: <br /> <br />AN ORDINANCE LEVYING AND IMPOSING ANNUALLY FOR THE REPAIR OF <br />LATERAL SEWER LINES ON RESIDENTIAL PROPERTY HAVING SIX OR LESS <br />DWELLING UNITS A FEE OF TWENTY-EIGHT DOLLARS ($28.00) PER YEAR; <br />CONTAINING AN EMERGENCY CLAUSE. <br /> <br />Mr. Rose stated that the voters already approved this levy in April of this year. The <br />County needs this ordinance in order to do the collection, which will be on their <br />September property tax bill. <br /> <br />Mr. Lieberman reminded Mr. Rose that some time back the Council had asked if the <br />City could find an insurance company that could insure us if we go over the trust fund <br />and he had understood that there were not any insurance companies that were willing <br />to take the risk. Mr. Rose responded that the City's insurance agent had instructed <br />them that during the first year of the program a budget should be developed that would <br />indicate funding and expenditure levels in order to establish a history. The experience <br />is what insurance companies will ultimately look at. At this point, without a history, <br />there is no insurance company that is willing to provide us with coverage, including re- <br />insurance company. <br /> <br />7 <br /> <br /> <br />
