<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br />Computer program is the proper modeling tool to use to incorporate transit, <br /> <br />pedestrians and other modes of transportation. <br /> <br /> Parking regulations and available locations of parking spaces to be adjusted in <br />accordance with the construction of the Trolley and its stops and the roundabout <br />design. The roundabout is different from a typical 90-degree unsignalized <br />intersection in that the approach legs are designed with parking prohibitions for <br />longer distances from the actual location of the intersection. <br /> <br /> 34 parking spaces will be eliminated and 10 spaces added, with a net loss of 24 <br />parking spaces within University City. From the 34 parking spaces eliminated, 9 <br />parking spaces are to be eliminated east of Kingsland Ave, which is considered the <br />Delmar Loop. This project shall provide at least 9 new parking spaces in the Loop <br />Area. <br /> <br /> Loading zones currently serving the Loop Business District merchants need to be <br />relocated due to the elimination of the center turning lane on Delmar Blvd. <br /> <br /> Pedestrian crosswalk east of the roundabout to be relocated from Sgt. Mike King <br />intersection to the west, closer to the eastern approach of the roundabout. <br /> <br /> Bicycle facilities to be identified in the area. <br /> <br /> The Public Works and Parks Department recommends that a study be performed <br />by a specialized professional to identify answers to all the questions regarding <br />parking mitigation and multimodal use of transportation. <br /> <br />Comments from the Commissioners were provided at the meeting, supporting the project <br />and asking for additional information to include a thorough analysis of the traffic and <br />parking impact of this construction project to the community. The Commissioners <br />expressed their understanding of the upcoming changes due to the project, and further <br />stated that overall it is a great project for economic development and all safety issues will <br />be resolved with time. <br /> <br />Outstanding issues were identified as follows by the Commissioners: <br />- Impact to the Public Library parking. <br />- Municipal Parking Lot #4 hours of operation and impact. <br />- Bus stops and Trolley stops interaction. <br />- Proposed locations of the commercial delivery zones. <br />- Sgt. Mike King Drive – Delmar Blvd intersection traffic signal removal and access <br />for Police Department. The removal of the signal is due to the creation of the <br />roundabout. <br />- Parking impact in the neighborhoods adjacent to the Trolley. <br />- Parking revenue impact to the City by the elimination of the metered parking <br />spaces. <br />- Pedestrians and bicycles interaction with trolley operation. <br /> <br />Citizen Comments/questions were provided and the main concerns were: <br />- Impact to the Public Library use and parking. <br />- Southbound Kingsland Ave right turn onto westbound Delmar Blvd impact. <br />- How will the loss of parking impact Delmar Loop patrons? <br />- What will be the economic impact to businesses during construction? <br />Traffic Commission Minutes – December 12, 2012 Page 2 <br /> <br />
