<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br />- Access from the private subdivisions south of Delmar will be challenging when <br />Trolley preempts the traffic signal at Kingsland Ave intersection and causes any <br />possible traffic backups into the other traffic signals on Delmar Blvd. <br />- Wheelchair access to buses or trolley will cause a wait longer than 20 seconds. <br />- There is a possibility for all private subdivision residents that commute east to <br />decide to access Delmar via the roundabout on Trinity in order to avoid driving <br />through the congested Delmar Loop and instead take Delmar Blvd west, Big Bend <br />Blvd south to Forest Park Parkway east; In that scenario the traffic volumes <br />northbound on Trinity Ave to westbound Delmar Blvd will be significantly increased <br />and a remedy for this situation can be complex since the roundabout is not a <br />signalized intersection where signal timing can be adjusted. <br />- Recommendation to reserve Library Parking lot for Library patrons use only to avoid <br />Loop Trolley patrons to park in the Library Parking lot. <br /> <br />No recommendation was made by the Commission until a final Traffic Impact Study is <br />presented to the City and all questions are answered by the Loop Trolley Designer. <br /> <br />3. University Drive between Jackson Ave and Hanley Road. <br /> <br />Commissioner Henderson presented the item and requested Ms. Nikoleta Kolovos, <br />resident at 7448 University Drive to present the request. Ms. Kolovos explained that her <br />request is to evaluate traffic on University Drive between Jackson Ave and Hanley Road, <br />as traffic has been observed to be cutting through this street to avoid the Pershing Ave – <br />Hanley Road intersection traffic signal at a high speed. <br /> <br />Police Officer Margul was not in attendance, but he had provided comments to Ms. <br />Gutierrez based on his observations of the 7400 block of University Drive. PO Margul’s <br />observations were related to the lack of speeding and low volume of traffic. Unfortunately <br />there were no recorded data to demonstrate the low speed and low volume that PO <br />Margul noticed since the Speed Trailer is not operational. Additionally, there were no <br />accidents reported in the study area in the last 3 years. <br /> <br />Ms. Gutierrez explained that the intersection of University Drive and Hanley Road was <br />presumably partially closed due to the traffic cutting through to avoid the traffic signal at <br />Pershing Ave and Hanley Road in the eastbound direction. Now the request is being <br />made for the opposite movement (westbound) on University Drive to exit onto Hanley Rd. <br />At this intersection the left turns from University Drive to Hanley Rd are restricted from <br />7am to 9am Monday – Friday. If this restriction is extended to more hours, less traffic will <br />travel on University Drive; therefore it may be possible to alleviate Ms. Kolovos’ concern. <br />In order to take any such action, a petition would be necessary and would need to be <br />initiated by the residents to include: the proposed extended hours submitted with <br />signatures of over 75% of the property owners. Additionally, all traffic control devices <br />including Stop signs, Speed Limit signs, Street Name signs, etc. could be retrofitted to <br />enhance visibility. <br /> <br />Traffic Commission Minutes – December 12, 2012 Page 3 <br /> <br />
