Session 1764 <br />August 30, 1999 <br /> <br />PERSONNEL REPORT: <br /> <br />Mayor Adams reported receipt of the personnel report for the week ending August 27, <br />1999. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILLS FOR SECOND AND THIRD READINGS: <br /> <br />BILL NO. 8432 -TO CONFORM WITH REQUIREMENTS OF MISSOURI <br />SENATE BILL 262 TO ESTABLISH A PROCEDURE TO DISCLOSE <br />POTENTIAL CONFLICTS OF INTEREST AND SUBSTANTIAL INTERESTS FOR <br />CERTAIN MUNICIPAL OFFICIALS. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Responding to Mr. Lieberman, Mr. Schoomer stated that there was a provision for <br />charter cities to file an ordinance with the State Ethics Commission which would <br />preclude individual Councilmembers to have to file financial reports. Ms. Meine stated <br />that only the City Manager and the Chief Financial Officer are required to file. <br /> <br />Mr. Schoomer moved adoption. Mr. Sharpe seconded the motion. The roll call vote <br />was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. <br />Schoomer, Mr. Sharpe, Mayor Adams. NAYS: none. Bill Number 8432 passed and <br />became Ordinance Number 6214. <br /> <br />BILL NO. 8433 - ORDERING THE LEVY AND FIXING THE RATE OF TAXES TO <br />BE COLLECTED FOR THE FISCAL YEAR 1999-2000, TO PROVIDE FOR <br />GENERAL REVENUE, TO PROVIDE FOR THE ESTABLISHMENT AND <br />MAINTENANCE OF A FREE PUBLIC LIBRARY AND READING ROOM. <br /> <br />Mr. Wagner moved adoption. Mr. Munkel seconded the motion. The roll call vote was <br />as follows: AYES: Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, <br />Ms. Colquitt, Mayor Adams. NAYS: none. Bill Number 8433 passed and became <br />Ordinance Number 6215. <br /> <br />BILL NO. 8434 - ESTABLISHING AN ADDITIONAL TAX FOR THE UNIVERSITY <br />CITY LOOP SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX <br />ON THE REAL PROPERTY FOR THE FISCAL YEAR 1999-2000 SHALL BE <br />SEVENTY -FIVE CENTS ($.75) PER ONE HUNDRED DOLLARS ($100.00) <br />ASSESSED VALUATION. <br /> <br /> <br />
