SESSION 1694 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />MAY5, 1997 <br /> <br />At a regular meeting of the City Council of University City held in the Council Chamber of City Hall on Monday, May 5, <br />1997, Mayor Joseph L. Adams called the meeting to order at 7:30 p.m. In addition to the Mayor, the following members of <br />the Council were present: <br /> <br />Mr. Hardy Ware <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br />Mrs. Betty Thompson <br /> <br />Also present was City Manager Frank Ollendorff. <br /> <br />MINUTES <br /> <br />Mr. Wagner moved approval of the April 14th regular meeting minutes. Mr. Munkel seconded and all voted aye. <br /> <br />RFSOLUTION: MISSOURI OPEN MEETINGS AND RECORDS I AW: <br /> <br />Mayor Adams said that the City Council needed to adopt a written policy to be in compliance with Missouri State Statutes <br />610.028. The resolution details all subject matter for which the City Council and City commissions, committees and boards <br />may hold a closed meeting and the requirements that we must adhere to ifa closed meeting is called. Designates the City <br />Clerk as the city official responsible for public records and details the procedures for processing public requests for these <br />records. <br /> <br />Mr. Schoomer moved adoption of the Open Meetings and Records Law. Mrs. Thompson seconded. <br /> <br />Referring to item seven of the resolution which states that '~the City Clerk shall be the custodian of records and will be <br />responsible for maintenance and control of all records", Mr. Munkel asked how it was possible that the City Clerk could <br />control all City records, being that many records were outside of her office. Ms. Meine, City Clerk, responded that she <br />understood the meaning of this section to be that if any official records were located in other departments, the resolution <br />states that the City Clerk, could designate deputy custodian of records in all departments, so that they could handle their <br />own departmental public record requests. The resolution says that a procedure should be followed when requests for <br />official public records are asked for, which could be handled either by the City Clerk or the designated custodians in each <br />department. <br /> <br />Mr. Lieberman asked if this was the same resolution that the Missouri General Assembly asked all governmental agencies to <br />adopt. Mayor Adams said it was. <br /> <br />Mr. Ollendorff said that the term "public records", referred to in the resolution, was dealing with City Council and <br />committee documents only. Mayor Adams said it was basically all o~cial documents. Mr. Ollendorff referred to the <br />resolution statement which says, '~he following policy to apply to all governmental bodies and committees of this <br />municipality". <br /> <br />Mayor Adams said that this resolution would be revisited on an annual basis due to the fact that the resolution states prices <br />for the City Clerk's time in researching and making copies of public records. <br /> <br /> <br />
